Comrades and Friends,
今天，我們隆重召開大會，莊嚴宣告，經過全黨全國各族人民共同努力，在迎來中國共產黨成立一百周年的重要時刻，我國脫貧攻堅戰取得了全面勝利，現行標準下9899萬農村貧困人口全部脫貧，832個貧困縣全部摘帽，12.8萬個貧困村全部出列，區域性整體貧困得到解決，完成了消除絕對貧困的艱巨任務，創造了又一個彪炳史冊的人間奇跡！這是中國人民的偉大光榮，是中國共產黨的偉大光榮，是中華民族的偉大光榮！
Today, we hold this momentous conference to solemnly declare that through the combined efforts of the whole Party and the entire nation, China has secured a complete victory in its fight against poverty in this important year with the centennial of the Communist Party of China (CPC) fast approaching.
All of the 98.99 million rural residents, 832 counties, and 128,000 villages that fell below the current poverty line have now been lifted out of poverty. Regional poverty has been eliminated on the whole, and the arduous task of eradicating absolute poverty has been completed, representing yet another miraculous achievement. This is a great and glorious accomplishment for the Chinese people, for the CPC, and for the Chinese nation!
在這里，我代表黨中央，向受到表彰的先進個人和先進集體，表示熱烈的祝賀！向為脫貧攻堅作出貢獻的各級黨政軍機關和企事業單位，農村廣大基層組織和黨員、干部、群眾，駐村第一書記和工作隊員、志愿者，各民主黨派、工商聯和無黨派人士，人民團體以及社會各界，致以崇高的敬意！向積極參與和支持脫貧攻堅的香港特別行政區同胞、澳門特別行政區同胞、臺灣同胞以及海外僑胞，向關心和幫助中國減貧事業的各國政府、國際組織、外國友人，表示衷心的感謝！
Here, on behalf of the CPC Central Committee, I would like to extend my warm congratulations to the exemplary individuals and groups who have been honored. I would also like to offer my highest regards to all those who have contributed to the fight against poverty, including Party, government, and military bodies at all levels, enterprises and public institutions, community organizations, Party members, officials, and members of the public in rural areas, first secretaries and members of work teams stationed in villages, volunteers, other political parties, federations of industry and commerce, and public figures without party affiliation, people’s groups, and people from all sectors of society. Finally, I would like to express heartfelt gratitude to our compatriots in the Hong Kong Special Administrative Region, the Macao Special Administrative Region, and Taiwan as well as those overseas who actively supported and participated in the fight against poverty, and to foreign governments, international organizations, and friends from all over the world who have shown concern and support for China’s poverty alleviation efforts.

貧困是人類社會的頑疾。反貧困始終是古今中外治國安邦的一件大事。一部中國史，就是一部中華民族同貧困作斗爭的歷史。從屈原“長太息以掩涕兮，哀民生之多艱”的感慨，到杜甫“安得廣廈千萬間，大庇天下寒士俱歡顏”的憧憬，再到孫中山“家給人足，四海之內無一夫不獲其所”的夙愿，都反映了中華民族對擺脫貧困、豐衣足食的深深渴望。近代以后，由于封建統治的腐朽和西方列強的入侵，中國政局動蕩、戰亂不已、民不聊生，貧困的夢魘更為嚴重地困擾著中國人民。擺脫貧困，成了中國人民孜孜以求的夢想，也是實現中華民族偉大復興中國夢的重要內容。
Poverty is a problem that has persistently plagued humanity. Throughout history, combating this problem has remained an important issue in governance for nations around the world. The history of China is a chronicle of the Chinese people’s struggle against poverty. A deep longing to see the people free of poverty and well fed and clothed has been expressed by great historical figures, from Qu Yuan, a poet and politician of the Warring States period, who lamented, “Long did I sigh to hold back tears; saddened I am by the grief of my people,” to Du Fu, another poet of the Tang dynasty, who wrote forlornly, “If only I could build a house with millions upon millions of rooms, I would bring all the poor people of the earth under its roof and bring smiles to their faces,” to Sun Yat-sen, who yearned to see “every family living in plenty, with not a single person left behind.” After the dawn of the modern age, China suffered from political upheaval and incessant conflict due to the decadence of feudal rule and the aggression of Western powers. With no means of livelihood, the Chinese people were tormented even more severely by the nightmare of poverty. Escaping poverty thus became the dream that the Chinese people tirelessly pursued, as well as an important part of realizing the Chinese Dream of national rejuvenation.
中國共產黨從成立之日起，就堅持把為中國人民謀幸福、為中華民族謀復興作為初心使命，團結帶領中國人民為創造自己的美好生活進行了長期艱辛奮斗。新民主主義革命時期，黨團結帶領廣大農民“打土豪、分田地”，實行“耕者有其田”，幫助窮苦人翻身得解放，贏得了最廣大人民廣泛支持和擁護，奪取了中國革命勝利，建立了新中國，為擺脫貧困創造了根本政治條件。新中國成立后，黨團結帶領人民完成社會主義革命，確立社會主義基本制度，推進社會主義建設，組織人民自力更生、發憤圖強、重整山河，為擺脫貧困、改善人民生活打下了堅實基礎。改革開放以來，黨團結帶領人民實施了大規模、有計劃、有組織的扶貧開發，著力解放和發展社會生產力，著力保障和改善民生，取得了前所未有的偉大成就。
Since the very day of its founding, the CPC has pursued its mission of seeking happiness for the people and rejuvenation for the Chinese nation with steadfast commitment, uniting and leading the Chinese people in a long and arduous struggle to create a better life for themselves.
During the new democratic revolution, the CPC united and led the peasants in overthrowing local tyrants and dividing up the land, put into effect the policy of “land to the tiller,” and helped liberate people living in destitution, thus winning broad support from the vast majority of the people, capturing victory in the Chinese revolution, and ultimately founding the People’s Republic of China (PRC). This set the stage politically for eradicating poverty in China.
After the founding of the PRC, the CPC united and led the people in completing the socialist revolution, establishing socialism as the country’s fundamental system, and advancing the development of socialism. The CPC mobilized the people to be self-reliant and work hard in an effort to put the country in order and make it strong. This laid solid foundations for shaking off poverty and improving the lives of the people.
After the launch of reform and opening up, the CPC united and led the people in carrying out well-conceived and well-organized initiatives for development-driven poverty alleviation on a massive scale, and devoted its focus to releasing and developing productive forces and to ensuring and improving public wellbeing, securing great and unprecedented achievements in the process.
黨的十八大以來，黨中央鮮明提出，全面建成小康社會最艱巨最繁重的任務在農村特別是在貧困地區，沒有農村的小康特別是沒有貧困地區的小康，就沒有全面建成小康社會；強調貧窮不是社會主義，如果貧困地區長期貧困，面貌長期得不到改變，群眾生活水平長期得不到明顯提高，那就沒有體現我國社會主義制度的優越性，那也不是社會主義，必須時不我待抓好脫貧攻堅工作。2012年年底，黨的十八大召開后不久，黨中央就突出強調，“小康不小康，關鍵看老鄉，關鍵在貧困的老鄉能不能脫貧”，承諾“決不能落下一個貧困地區、一個貧困群眾”，拉開了新時代脫貧攻堅的序幕。2013年，黨中央提出精準扶貧理念，創新扶貧工作機制。2015年，黨中央召開扶貧開發工作會議，提出實現脫貧攻堅目標的總體要求，實行扶持對象、項目安排、資金使用、措施到戶、因村派人、脫貧成效“六個精準”，實行發展生產、易地搬遷、生態補償、發展教育、社會保障兜底“五個一批”，發出打贏脫貧攻堅戰的總攻令。2017年，黨的十九大把精準脫貧作為三大攻堅戰之一進行全面部署，錨定全面建成小康社會目標，聚力攻克深度貧困堡壘，決戰決勝脫貧攻堅。2020年，為有力應對新冠肺炎疫情和特大洪澇災情帶來的影響，黨中央要求全黨全國以更大的決心、更強的力度，做好“加試題”、打好收官戰，信心百倍向著脫貧攻堅的最后勝利進軍。
Since the 18th National Congress of the CPC, the CPC Central Committee has made it clear that the most arduous tasks associated with the goal of building a moderately prosperous society in all respects are those in rural areas, particularly impoverished rural areas, and that this goal cannot be completed if these areas have not reached moderate prosperity. The Central Committee has also emphasized that poverty is not socialism, and that if impoverished areas had remained poor and unchanged over the long term with no noticeable improvement of living standards, then China’s socialist system would have no strengths to speak of. This, too, would be contrary to socialism, and therefore it was crucial to waste no time getting to work in the fight against poverty.
At the end of 2012, not long after the 18th National Congress of the CPC, the Central Committee highlighted that, “The yardstick for moderate prosperity lies with rural areas, and particularly whether or not those that are poor are able to exit poverty,” pledging that not a single poverty-stricken area or individual would be left behind. This kicked off the prelude to the fight against poverty in the new era.
In 2013, the Central Committee introduced the concept of targeted poverty alleviation, and created new working mechanisms for poverty alleviation.
At the Central Poverty Alleviation and Development Work Conference in 2015, overall requirements were put forward for fulfilling the objectives of the fight against poverty. The conference put standards into effect for ensuring precision in six areas, namely identifying target groups, carefully planning projects, making good use of funds, following through with measures on a household-by-household basis, assigning first secretaries in consideration of local needs, and setting clear objectives, and launched five key measures through which people would be lifted out of poverty, namely increased production, relocation, ecological compensation, education, and social assistance for basic needs, This sounded a general offensive for winning the fight against poverty.
At the 19th National Congress of the CPC in 2017, a comprehensive plan was made for targeted poverty alleviation as one of the three critical battles. Setting its sights on the goal of building a moderately prosperous society in all respects, the CPC focused its efforts on breaking through the last strongholds of extreme poverty and securing a decisive victory in this fight.
In 2020, the Central Committee called on the whole Party and the entire nation to work with even greater determination and intensity in order to effectively meet the additional challenges posed by Covid-19 and severe flooding while launching the closing battle of the fight against poverty, and to march with full confidence toward the final victory.
8年來，黨中央把脫貧攻堅擺在治國理政的突出位置，把脫貧攻堅作為全面建成小康社會的底線任務，組織開展了聲勢浩大的脫貧攻堅人民戰爭。黨和人民披荊斬棘、櫛風沐雨，發揚釘釘子精神，敢于啃硬骨頭，攻克了一個又一個貧中之貧、堅中之堅，脫貧攻堅取得了重大歷史性成就。
Over the past eight years, the Central Committee has made the fight against poverty a top priority in national governance and a fundamental task in building a moderately prosperous society in all respects, and mobilized a mighty people’s war for this purpose. With determination, endurance, and the courage to take on tough challenges, the Party and the people have freed one stronghold after another from the grips of poverty, thus scoring great and historic success.
——農村貧困人口全部脫貧，為實現全面建成小康社會目標任務作出了關鍵性貢獻。黨的十八大以來，平均每年1000多萬人脫貧，相當于一個中等國家的人口脫貧。貧困人口收入水平顯著提高，全部實現“兩不愁三保障”，脫貧群眾不愁吃、不愁穿，義務教育、基本醫療、住房安全有保障，飲水安全也都有了保障。2000多萬貧困患者得到分類救治，曾經被病魔困擾的家庭挺起了生活的脊梁。近2000萬貧困群眾享受低保和特困救助供養，2400多萬困難和重度殘疾人拿到了生活和護理補貼。110多萬貧困群眾當上護林員，守護綠水青山，換來了金山銀山。無論是雪域高原、戈壁沙漠，還是懸崖絕壁、大石山區，脫貧攻堅的陽光照耀到了每一個角落，無數人的命運因此而改變，無數人的夢想因此而實現，無數人的幸福因此而成就！
– The entire rural poor population has been lifted out of poverty, a key contribution toward the goal of building a moderately prosperous society in all respects.
Since the 18th National Congress of the CPC, an average of more than 10 million people have been lifted out of poverty each year, equivalent to the population of a medium-sized country. Poor people have seen their incomes grow by a significant margin, while their basic food and clothing needs have been guaranteed and their access to compulsory education, basic medical care, and safe housing and drinking water has been ensured. More than 20 million poor people with health issues have received appropriate treatment, and families that were once haunted by the specter of serious illness now have a new lease on life. Nearly 20 million impoverished people have received subsistence allowances or assistance and support for extreme poverty, and more than 24 million people with disabilities facing financial difficulties and people with severe disabilities have received living or nursing subsidies. More than 1.1 million impoverished people have become forest wardens, earning compensation for protecting the environment.
Whether on the snowy plateau, in the Gobi Desert, or among the cliffs and mountains, the light of poverty eradication has touched every corner of the country, helping countless people change their lives, realize their dreams, and find happiness.
——脫貧地區經濟社會發展大踏步趕上來，整體面貌發生歷史性巨變。貧困地區發展步伐顯著加快，經濟實力不斷增強，基礎設施建設突飛猛進，社會事業長足進步，行路難、吃水難、用電難、通信難、上學難、就醫難等問題得到歷史性解決。義務教育階段建檔立卡貧困家庭輟學學生實現動態清零。具備條件的鄉鎮和建制村全部通硬化路、通客車、通郵路。新改建農村公路110萬公里，新增鐵路里程3.5萬公里。貧困地區農網供電可靠率達到99%，大電網覆蓋范圍內貧困村通動力電比例達到100%，貧困村通光纖和4G比例均超過98%。790萬戶、2568萬貧困群眾的危房得到改造，累計建成集中安置區3.5萬個、安置住房266萬套，960多萬人“挪窮窩”，擺脫了閉塞和落后，搬入了新家園。許多鄉親告別溜索橋、天塹變成了通途，告別苦咸水、喝上了清潔水，告別四面漏風的泥草屋、住上了寬敞明亮的磚瓦房。千百萬貧困家庭的孩子享受到更公平的教育機會，孩子們告別了天天跋山涉水上學，實現了住學校、吃食堂。28個人口較少民族全部整族脫貧，一些新中國成立后“一步跨千年”進入社會主義社會的“直過民族”，又實現了從貧窮落后到全面小康的第二次歷史性跨越。所有深度貧困地區的最后堡壘被全部攻克。脫貧地區處處呈現山鄉巨變、山河錦繡的時代畫卷！
– Areas that have been the target of poverty alleviation efforts have caught up in great strides in terms of economic and social development, and undergone dramatic and historic changes on the whole.
In impoverished areas, the pace of development has sped up significantly, economic strength has consistently grown, and infrastructure has developed by leaps and bounds. Meanwhile, great progress has been made with social programs, and problems that have historically made it hard for people in these areas to get around, attend school, receive medical attention, access safe drinking water and electricity, and communicate with the world have finally been resolved. The phenomenon of students from registered poor families dropping out of school in the compulsory stage has also been eliminated through ongoing efforts.
Where conditions permit, all towns, townships, and villages have been connected to paved roads as well as buses and postal services. An additional 1.1 million kilometers of rural roads have been built or upgraded, and 35,000 kilometers of new rail lines have been built. Reliability of rural power grids in impoverished areas has reached 99 percent, while 100 percent of poor villages on major grids are now connected to three-phase power. Moreover, the proportion of poor villages with both fiber optics and 4G connections has surpassed 98 percent.
Unsafe housing occupied by 7.9 million households, or a total of 25.68 million poor people, has been renovated,35,000 centralized communities and 2.66 million units of housing for resettlement have been built, and more than 9.6 million people have emerged from poor, isolated, and backward places and moved into new homes.
Many country folk have bid farewell to rope crossings as the rift valleys have become thoroughfares; bid farewell to bitter and salty water as they now have clean water to drink; and bid farewell to houses built with mud and straw that were exposed to the elements as they have moved into bright and spacious new homes built with brick and tile.
Millions of children from poor families have been granted more equitable educational opportunities, and no longer have to endure daily treks to class now that they can board at school.
The 28 ethnic groups with smaller populations have been entirely lifted out of poverty. Some of these ethnic groups that skipped ahead a thousand years after the founding of the PRC by directly transitioning from primitive society to socialist society have now made a second historic leap from poverty and backwardness to all-around moderate prosperity. All of the last strongholds of poverty in deeply impoverished areas have been breached, and in the areas that have exited poverty, beauty and change can be seen everywhere one goes.
——脫貧群眾精神風貌煥然一新，增添了自立自強的信心勇氣。脫貧攻堅，取得了物質上的累累碩果，也取得了精神上的累累碩果。廣大脫貧群眾激發了奮發向上的精氣神，社會主義核心價值觀得到廣泛傳播，文明新風得到廣泛弘揚，艱苦奮斗、苦干實干、用自己的雙手創造幸福生活的精神在廣大貧困地區蔚然成風。帶領鄉親們歷時7年在絕壁上鑿出一條通向外界道路的重慶市巫山縣竹賢鄉下莊村黨支部書記毛相林說：“山鑿一尺寬一尺，路修一丈長一丈，就算我們這代人窮十年苦十年，也一定要讓下輩人過上好日子。”身殘志堅的云南省昆明市東川區烏龍鎮坪子村芭蕉箐小組村民張順東說：“我們雖然殘疾了，但我們精神上不殘，我們還有腦還有手，去想去做。”貧困群眾的精神世界在脫貧攻堅中得到充實和升華，信心更堅、腦子更活、心氣更足，發生了從內而外的深刻改變！
– People who have shaken off poverty have taken on a fresh outlook, and acquired the confidence and courage to depend on themselves.
The fight against poverty has yielded abundant results both in the material sense and the psychological sense. Those who have been lifted out of poverty have been invigorated with the drive to keep pushing forward, while core socialist values and healthy practices for a civil society have been widely promoted and spread. The desire to do hard, solid work and build a happier life with one’s own two hands has become commonplace in poverty-stricken areas.
Party Secretary Mao Xianglin of Xiazhuang Village in Wushan County, Chongqing led the locals in a seven-year effort to carve a path along the village’s precipitous cliffs to the outside world. He said, “It felt gratifying to widen and lengthen the mountain path inch by inch and foot by foot. Even if our generation has to endure poverty and hardship for another decade, we are resolved to ensure that the next generation lives a better life.”
Zhang Shundong, a disabled yet determined villager from Pingzi Village in Dongchuan District, Kunming, Yunnan Province, said, “Though we are impaired physically, we are not impaired in spirit. We still have brains to think and hands to Work.”
The mental outlook of poor people has been enriched and elevated in the fight against poverty. Now with firmer confidence, keener minds, and greater ambition, they have truly transformed inside and out.
——黨群干群關系明顯改善，黨在農村的執政基礎更加牢固。各級黨組織和廣大共產黨員堅決響應黨中央號召，以熱血赴使命、以行動踐諾言，在脫貧攻堅這個沒有硝煙的戰場上嘔心瀝血、建功立業。廣大扶貧干部舍小家為大家，同貧困群眾結對子、認親戚，常年加班加點、任勞任怨，困難面前豁得出，關鍵時候頂得上，把心血和汗水灑遍千山萬水、千家萬戶。他們爬過最高的山，走過最險的路，去過最偏遠的村寨，住過最窮的人家，哪里有需要，他們就戰斗在哪里。有的村干部說：“只要我還干得動，我都永遠為村里的老百姓做事！帶上我們村的老百姓，過上更美好的生活。”“我是一個共產黨員，我必須帶領群眾，拔掉老百姓的窮根。”基層黨組織充分發揮戰斗堡壘作用，在抓黨建促脫貧中得到鍛造，凝聚力、戰斗力不斷增強，基層治理能力明顯提升。貧困地區廣大群眾聽黨話、感黨恩、跟黨走，都說“黨員帶頭上、我們跟著干、脫貧有盼頭”，“我們愛掛國旗，因為國旗最吉祥”，“吃水不忘挖井人，脫貧不忘共產黨”，黨群關系、干群關系得到極大鞏固和發展！
– The relationships between the Party and the public and between officials and the public have improved significantly, consolidating the foundations of the CPC’s governance in rural areas.
Heeding the call of the Central Committee, Party members and CPC organizations at all levels have spared no effort to accomplish their mission, and taken action to make good on their promises. In the fight against poverty, which has been no less of a battle despite the lack of gun smoke, they have devoted painstaking effort and made great accomplishments.
Poverty alleviation officials have worked for others at the expense of their own families, and formed bonds of friendship and cooperation with the impoverished people they have served. They have worked tirelessly and put in extra hours all year round, endured the strain and fatigue of their posts, and stepped up at crucial moments to face challenges head-on, touching countless families in areas across the country through their effort and devotion. They have made their way to the highest mountains, trekked the most perilous roads, visited the most remote villages, and stayed with the poorest families. Wherever the need was greatest is where they could be found, hard at work.
Here I would like to quote two village officials:
“As long as I am still standing, I will always work for the people of this village. I will see the people of our village live a better life.”
“As a CPC member, I must lead the people in weeding out the roots of poverty.”
Primary-level Party organizations have fully exerted their key role. In their efforts to strengthen the CPC and promote poverty eradication, they have improved themselves, becoming stronger and more cohesive and significantly enhancing their capacity for community-level governance. Members of the public in poverty-stricken areas have listened to the Party, felt its favor, and followed its lead. Here are a few quotes from them:
“With Party members taking the lead and us following suit, there is hope that poverty will be eliminated.”
“We love to hang the national flag, because there is no better symbol of good fortune.”
“Just as he who drinks the water cannot forget he who digs the well, we cannot forget the Party for helping us escape poverty.”
All this is evidence that the relationships between the Party and the public and between officials and the public have been greatly strengthened and developed.
——創造了減貧治理的中國樣本，為全球減貧事業作出了重大貢獻。擺脫貧困一直是困擾全球發展和治理的突出難題。改革開放以來，按照現行貧困標準計算，我國7.7億農村貧困人口擺脫貧困；按照世界銀行國際貧困標準，我國減貧人口占同期全球減貧人口70%以上。特別是在全球貧困狀況依然嚴峻、一些國家貧富分化加劇的背景下，我國提前10年實現《聯合國2030年可持續發展議程》減貧目標，贏得國際社會廣泛贊譽。我們積極開展國際減貧合作，履行減貧國際責任，為發展中國家提供力所能及的幫助，做世界減貧事業的有力推動者。縱覽古今、環顧全球，沒有哪一個國家能在這么短的時間內實現幾億人脫貧，這個成績屬于中國，也屬于世界，為推動構建人類命運共同體貢獻了中國力量！
– China has set an example and made significant contributions to the cause of global poverty reduction.
Casting off poverty has always been a prominent and perplexing issue in global development and governance. Since the launch of reform and opening up in the late 1970s, China has lifted 770 million rural poor out of poverty according to current standards, and contributed to more than 70 percent of global poverty reduction during this period according to the World Bank’s international poverty line.
It should be highlighted that even with global poverty remaining severe and polarization between rich and poor increasing in certain countries, China has achieved the poverty reduction target of the UN’s 2030 Agenda for Sustainable Development 10 years ahead of schedule, winning wide acclaim from the international community. We have actively conducted international cooperation on poverty reduction, fulfilled our international obligations in this regard, provided other developing countries with all possible assistance, and acted as a champion for the cause of global poverty reduction.
No other country throughout history has been able to lift hundreds of millions out of poverty in such a short period of time. This achievement is China’s, but it also belongs to the world, and has contributed Chinese strength to the development of a human community with a shared future.
8年來，我先后7次主持召開中央扶貧工作座談會，50多次調研扶貧工作，走遍14個集中連片特困地區，堅持看真貧，堅持了解真扶貧、扶真貧、脫真貧的實際情況，面對面同貧困群眾聊家常、算細賬，親身感受脫貧攻堅帶來的巨大變化。我在各地都看到，廣大脫貧群眾露出了真誠笑臉，這是對脫貧攻堅的最大肯定，是對廣大黨員、干部傾情付出的最高褒獎，也是對革命先輩和英烈的最好告慰。
Over the past eight years, I have presided over seven central conferences on poverty alleviation, carried out more than 50 inspection tours on poverty alleviation work, and visited 14 regions where extreme poverty is concentrated in contiguous areas. In the process, I have strived to understand the real picture of poverty, and to get a sense of how poverty alleviation measures are being carried out and providing tangible assistance to the people who really need it. I have spoken face to face with poor people about their lives down to the minute details, and felt the tremendous changes brought about by the fight against poverty first hand. In places across the country, I have seen people who have escaped poverty smiling from the heart. These smiles are the greatest affirmation of the fight against poverty, the best possible reward for the dedicated work of Party members and officials, and the ultimate tribute to the revolutionaries and martyrs that came before us.

時代造就英雄，偉大來自平凡。在脫貧攻堅工作中，數百萬扶貧干部傾力奉獻、苦干實干，同貧困群眾想在一起、過在一起、干在一起，將最美的年華無私奉獻給了脫貧事業，涌現出許多感人肺腑的先進事跡。35年堅守太行山的“新愚公”李保國，獻身教育扶貧、點燃大山女孩希望的張桂梅，用實干兌現“水過不去、拿命來鋪”誓言的黃大發，回鄉奉獻、譜寫新時代青春之歌的黃文秀，扎根脫貧一線、鞠躬盡瘁的黃詩燕等同志，以及這次受到表彰的先進個人和先進集體，就是他們中的杰出代表。他們有的說：“脫貧攻堅路上有千千萬萬的人，我真的就是其中一個小小的石子。其實走到最后，走到今天，雖然有苦，還是甜多。”有的說：“不為錢來，不為利往，農民才能信你，才能聽你。”有的說：“把論文寫在大地上，真正來地里面寫，那才叫真本事。”
Trying times make heroes out of ordinary men and women. Over the course of the fight against poverty, millions of poverty alleviation officials have devoted themselves to doing hard and solid work. They have empathized with impoverished people, lived together with them, and worked alongside them.
They have given the prime of their life to the cause of poverty alleviation, and performed many moving and exemplary deeds. A few of these outstanding officials are:
Li Baoguo, who dedicated himself to poverty alleviation in the Taihang Mountains for 35 years, like the character of the “foolish old man” in the ancient fable who conquered the mountains through his persistence;
Zhang Guimei, who ignited hope among girls living deep in the mountains through her commitment to educating the poor;
Huang Dafa, who made good on his promise that he would complete his village canal, even if it cost him his life;
Huang Wenxiu, who returned from the city to work in her hometown, pointing out a new path for young people in the new era;
Huang Shiyan, who gave his utmost fighting on the front line against poverty;
And all exemplary individuals and groups being honored here today.
Allow me to quote some of them:
“On the road leading millions upon millions of people out of poverty, I was really just a tiny cobblestone. Though it took bitter hardship to get where we are today, that is overshadowed by the sweetness of success.”
“Farmers will only trust you and listen to you if you show them that you are not out for personal gain.”
“One is only truly capable if they can take what they have learned and put it into practice on the land.”

During the fight against poverty, more than 1,800 Party members laid down their lives in devotion to the ideals that we as communists have always pursued. Their contributions will go down in history and will never be forgotten by the Party, the people, or our republic. Party committees and governments at all levels should show care and compassion to the families of those who have given up their lives, and put vigorous effort into making their moving exploits and noble spirit known, so as to inspire officials and members of the public to make brave new advances toward the second Centenary Goal of building a modern socialist country in all respects.

The internationally-acclaimed achievements we have made in the fight against poverty would not have been possible without the strong leadership of the CPC, the Chinese people’s spirit of self-reliance and hard work, the solid material foundations laid down since the founding of the PRC and particularly since the launch of reform and opening up, the perseverance and persistence of one official after another, and the concerted efforts of the whole Party and the entire nation.
On the basis of our national conditions and our understanding of the patterns underlying poverty alleviation, we have adopted a series of distinctive policies and measures, established a whole set of systems covering policies, initiatives, and institutions, pioneered a uniquely Chinese path to poverty alleviation, and given shape to Chinese theory on fighting poverty.
——堅持黨的領導，為脫貧攻堅提供堅強政治和組織保證。我們堅持黨中央對脫貧攻堅的集中統一領導，把脫貧攻堅納入“五位一體”總體布局、“四個全面”戰略布局，統籌謀劃，強力推進。我們強化中央統籌、省負總責、市縣抓落實的工作機制，構建五級書記抓扶貧、全黨動員促攻堅的局面。我們執行脫貧攻堅一把手負責制，中西部22個省份黨政主要負責同志向中央簽署脫貧攻堅責任書、立下“軍令狀”，脫貧攻堅期內保持貧困縣黨政正職穩定。我們抓好以村黨組織為核心的村級組織配套建設，把基層黨組織建設成為帶領群眾脫貧致富的堅強戰斗堡壘。我們集中精銳力量投向脫貧攻堅主戰場，全國累計選派25.5萬個駐村工作隊、300多萬名第一書記和駐村干部，同近200萬名鄉鎮干部和數百萬村干部一道奮戰在扶貧一線，鮮紅的黨旗始終在脫貧攻堅主戰場上高高飄揚。
– We have upheld the leadership of the CPC in order to provide solid political and organizational guarantees for the fight against poverty.
We have upheld the centralized, unified leadership of the Central Committee over the fight against poverty, and planned and promoted related initiatives as part of the five-sphere integrated plan and the four-pronged comprehensive strategy.* We have strengthened the working mechanism under which the central leadership makes overarching plans, provincial authorities assume overall responsibility, and city (prefecture) and county authorities take charge of implementation. We have worked to ensure that CPC secretaries at the provincial, prefecture, county, township, and village levels tackled poverty alleviation as a major priority, and that all Party members have been mobilized in the fight.
We have put in place a system whereby heads of Party and government bodies have taken full responsibility for the fight against poverty, with the heads of 22 provincial-level administrative units in the central and western regions signing pledges to the central authorities that they would complete their objectives. Furthermore, we saw that Party and government chiefs of impoverished counties remained in the same posts while poverty eradication efforts were ongoing in their respective areas.
We have worked to build up village organizations around the core role of village Party organizations, and to strengthen primary-level Party organizations so that they could more effectively lead the people in shaking off poverty. We have concentrated capable personnel on the main battlefields of the fight against poverty, assigning 255,000 work teams and more than 3 million first secretaries and officials to villages nationwide, where they worked on the front lines alongside nearly 2 million town and township officials and millions of village officials. The bright red flag of the CPC has thus always flown high on the main battlefields of the fight against poverty.

As long as we uphold the leadership of the Party with steadfast commitment, we will be able to overcome any difficulties or obstacles on the road ahead and fulfill the people’s aspirations for a better life.
——堅持以人民為中心的發展思想，堅定不移走共同富裕道路。“治國之道，富民為始。”我們始終堅定人民立場，強調消除貧困、改善民生、實現共同富裕是社會主義的本質要求，是我們黨堅持全心全意為人民服務根本宗旨的重要體現，是黨和政府的重大責任。我們把群眾滿意度作為衡量脫貧成效的重要尺度，集中力量解決貧困群眾基本民生需求。我們發揮政府投入的主體和主導作用，寧肯少上幾個大項目，也優先保障脫貧攻堅資金投入。8年來，中央、省、市縣財政專項扶貧資金累計投入近1.6萬億元，其中中央財政累計投入6601億元。打響脫貧攻堅戰以來，土地增減掛指標跨省域調劑和省域內流轉資金4400多億元，扶貧小額信貸累計發放7100多億元，扶貧再貸款累計發放6688億元，金融精準扶貧貸款發放9.2萬億元，東部9省市共向扶貧協作地區投入財政援助和社會幫扶資金1005億多元，東部地區企業赴扶貧協作地區累計投資1萬多億元，等等。我們統籌整合使用財政涉農資金，強化扶貧資金監管，確保把錢用到刀刃上。真金白銀的投入，為打贏脫貧攻堅戰提供了強大資金保障。
– We have adhered to the people-centered development philosophy, and followed the path of common prosperity unswervingly.
To quote an ancient Chinese philosopher, “The key to running a country is to first enrich the people.” We have always remained committed to standing on the side of the people, and consistently stressed that eradicating poverty, improving people’s lives, and achieving common prosperity represent the essential requirements of socialism, important manifestations of the CPC’s adherence to the fundamental aim of serving the people wholeheartedly, and major responsibilities of the Party and the government.
We have made public satisfaction an important measure of the effectiveness of poverty eradication initiatives, and focused our efforts on addressing the basic needs of the poor. We have given full play to the principal guiding role of government investment, cutting back on a few other major projects to ensure funding for poverty alleviation. Over the past eight years, central, provincial, prefecture, and county governments have earmarked a total of nearly 1.6 trillion yuan for poverty alleviation, of which 660.1 billion yuan came from the central government.
Since the critical battle against poverty was launched in 2012, the following funds, among others, have been put into poverty alleviation:
§ more than 440 billion yuan transferred between and within provinces according to indicators linking newly-added cropland quotas with the amount of land used for construction;
§ more than 710 billion yuan in microloans and 668.8 billion yuan in relending to help the poor;
§ 9.2 trillion yuan in loans for targeted poverty alleviation;
§ more than 100.5 billion yuan of fiscal support and social assistance provided by nine eastern provinces and municipalities to areas with which they were collaborating on poverty alleviation;
§ over 1 trillion yuan invested in poverty-stricken areas by enterprises in the eastern region.
We have integrated government funds for rural development, strengthened oversight on funds for poverty alleviation, and ensured that the money is used where it is needed most. These investments have provided strong capital guarantees for winning the fight against poverty.

The facts have fully proven that for the work of the Party and country to be done well, all initiatives must take realizing, defending, and developing the fundamental interests of the overwhelming majority of the people as their immutable aim, while more conscious efforts must be made to see that the people share more fully and fairly in the fruits of reform and development. As long as we adhere to the people-centered development philosophy and keep working year by year to tackle one issue after another, we will be able to make more obvious and substantial progress in promoting common prosperity for all our people.

– We have continued to leverage the strength of China’s socialist system in pooling resources behind major undertakings, coming together in will and action to fight poverty.
We have mobilized the whole Party, the entire nation, and all sectors of society to jointly declare war on poverty. This allowed us to bring together the strength of the Party, the government, the military, civilians, and the academic community as well as every part of the country and channel it toward the fight.
We have enhanced collaboration between the eastern and western regions on poverty alleviation, encouraged provinces, cities (prefecture-level), and counties to pair up with their counterparts and provide assistance, and promoted the flow of talent, capital, and technology to impoverished areas.
We have organized and launched poverty alleviation assistance to designated areas, involving all central Party and government bodies, other political parties, people’s organizations, state-owned enterprises, and the people’s armed forces. We have ensured that all key counties under the national development-driven poverty alleviation initiative have a body to turn to for help.
Different industries and sectors have brought their specializations to bear to fight poverty through the development of local industry, science and technology, education, cultural programs, and health and by boosting the consumption of products from poor areas. Private enterprises, social organizations, and individual citizens have enthusiastically participated in poverty alleviation initiatives, and the “10,000 enterprises helping 10,000 villages” campaign has unfolded with great momentum.
We have established a comprehensive setup for poverty alleviation with government-sponsored projects, sector-specific programs, and social assistance supplementing each other, as well as a social poverty alleviation system featuring coordination between regions, departments, and organizations in which all of society participates. The tens of millions of good deeds that have been done to help the poor have demonstrated the tremendous compassion of our society, and come together to form an unstoppable force.
事實充分證明，中國共產黨領導和我國社會主義制度是抵御風險挑戰、聚力攻堅克難的根本保證。只要我們堅持黨的領導、堅定走中國特色社會主義道路，就一定能夠辦成更多像脫貧攻堅這樣的大事難事，不斷從勝利走向新的勝利！
The facts have fully proven that the CPC leadership and our socialist system are the fundamental guarantees for withstanding risks and challenges and overcoming difficulties through concerted effort. – We have followed a targeted strategy in poverty alleviation, and used development to eliminate the root causes of poverty.
We have consistently stressed that a targeted approach is the crux of the fight against poverty. We have committed to making poverty alleviation precise in terms of the management of target groups, the allocation of resources, and the provision of assistance, and set up a national registration system to ensure that poverty alleviation resources have reached the people and places that truly needed them. Focusing on the issues of how to identify the people that need help, who should do the work of poverty alleviation, how this work should be carried out, and what standards and procedures should be adopted for exiting poverty, we have adopted a set of targeted policies tailored to individual villages, households, and people, their specific conditions, and the circumstances that made them poor in the first place, enabling us to truly address the root causes of poverty through a precise approach.
We have demanded meticulous efforts to ensure that poverty alleviation hits the mark, addresses the issue at its roots, and gets to the families who need it so that progress on the mean is not mistaken for progress on the whole. With commitment to development-driven poverty alleviation and using development as the fundamental approach to eliminating poverty, we have improved conditions and boosted capacity for development, bringing about a shift in poverty alleviation from simply injecting help into poverty-stricken areas to enabling them to help themselves. This has made development the most effective means of eliminating poverty, and the most reliable path toward a better life.
We have maintained keen focus on education as an essential vehicle for moving people out of poverty and toward prosperity, emphasizing that no child should be deprived of education or opportunities and lose out before the race has even begun because they are poor. We have worked hard to give every child the chance to excel in life, and done our best to break the intergenerational cycle of poverty.
事實充分證明，精準扶貧是打贏脫貧攻堅戰的制勝法寶，開發式扶貧方針是中國特色減貧道路的鮮明特征。只要我們堅持精準的科學方法、落實精準的工作要求，堅持用發展的辦法解決發展不平衡不充分問題，就一定能夠為經濟社會發展和民生改善提供科學路徑和持久動力！
The facts have fully proven that targeted poverty alleviation has been the magic weapon for winning the battle against poverty, while the development-driven approach has emerged as the distinctive feature of China’s path to poverty reduction. As long as we stick to targeted and rational methods, put precise requirements on our work, and continue using development as the means of addressing the problem of imbalanced and inadequate development, we will be able to provide a sound path forward and lasting momentum for economic and social development and the improvement of people’s lives.

– We have remained committed to mobilizing the enthusiasm, initiative, and creativity of impoverished people to stimulate the internal drive for them to lift themselves out of poverty.
The ancient Chinese philosopher Han Fei said, “The key to achieving your aspirations lies not in overcoming others, but rather overcoming yourself.” Similarly, to shake off poverty, it is essential to shake off the mindset of poverty. We have focused on making the people’s desire for a better life a strong source of motivation in the fight against poverty, helped poor people build the confidence and capacity to help themselves, and seen that we not only fill their pockets but also enrich their minds, encouraging them to lift themselves out of poverty and change their lives by relying on their own hard work and tenacity. We have helped foster the sentiment among impoverished people that it is better to put in hard work than spend more hard years waiting, that they can too make it rich as long as they are confident, and that even the weakest in the flock can catch up with persistence, and this encouragement has warmed their hearts and stirred them into action.
To quote a couple of members of the public affected by poverty:
“Now that the state policies are in place, as long as we get up and go rather than sitting by and waiting, we can surely create better lives for ourselves.”
“Life has changed me, and I have changed my life.”

The facts have fully proven that the people are the real heroes, and that boosting the internal drive among the people to be self-reliant and work hard has been vital for them to create better lives for themselves. As long as we continue to work for the people, rely on them, respect their principal position and creativity, and tap into their wisdom and strength, we will be able to keep bringing forth more marvelous and miraculous achievements.

We have refined mechanisms for mobilizing society, set up platforms for society-wide participation, and created new ways of providing social assistance, forming a pattern in which everybody has the desire, the ability, and the tools to help.

We have incorporated the requirement to enforce full and rigorous Party self-governance throughout the process and in every aspect of the fight against poverty. With steely determination, we have carried the fight against poverty to the end. We have highlighted the need to follow a realistic approach and rigorous procedures, and been careful not to get stuck on impractical measures, get bogged down in red tape, or get caught up in appearances. We have resolutely opposed superficial approaches that do not take problems seriously, indiscriminate distribution of resources without regard for priorities, unrealistic projects pursued solely for show, and pointless formalities and bureaucratism, instead focusing all of our work on addressing the actual problems of poor people. We have put into practice the most rigorous assessments and evaluations possible, worked to address corruption and misconduct in the field of poverty alleviation, and established a comprehensive monitoring system, so that the results of our poverty eradication efforts stand the test of time and win the approval of the people.
事實充分證明，一分部署，九分落實，真抓實干、埋頭苦干保證了脫貧攻堅戰打得贏、打得好。只要我們堅持實干興邦、實干惠民，就一定能夠把全面建設社會主義現代化國家的宏偉藍圖一步步變成現實！
The facts have fully proven that by devoting the majority of our energy to following through with our plans and committing ourselves to doing solid and hard work, we have ensured victory in the fight against poverty. As long as we keep making concrete efforts for the good of our country and our people, we will be able to realize the grand blueprint for building a fully modern socialist country one step at a time.
這些重要經驗和認識，是我國脫貧攻堅的理論結晶，是馬克思主義反貧困理論中國化最新成果，必須長期堅持并不斷發展。
This important knowledge and experience is the crystallization of China’s anti-poverty theory, and the latest achievement in adapting Marxist theory on poverty to the Chinese context. It must therefore be upheld and constantly developed over the long term.

A great cause is nurtured and guided by a great spirit. Our struggle against poverty has forged such a spirit, through which we have all come together and put our utmost effort into the fight, made precise and pragmatic efforts, pursued pioneering advances, tackled tough issues, and worked hard to live up to the people’s expectations. This spirit is a vivid representation of the nature of the CPC, the determination of the Chinese people, and the essence of the Chinese nation, a concentrated reflection of patriotism, collectivism, and socialism, a full manifestation of China’s spirit, values, and strength, and a continuation of our great national spirit and the spirit of the times. The whole Party, the entire nation, and all of society should carry forward the spirit of the battle against poverty and continue to unite and fight heroically so that we can resolutely overcome any difficulties and risks that lie on the road ahead and capture new and greater victories in upholding and developing socialism with Chinese characteristics.

脫貧攻堅戰的全面勝利，標志著我們黨在團結帶領人民創造美好生活、實現共同富裕的道路上邁出了堅實的一大步。同時，脫貧摘帽不是終點，而是新生活、新奮斗的起點。解決發展不平衡不充分問題、縮小城鄉區域發展差距、實現人的全面發展和全體人民共同富裕仍然任重道遠。我們沒有任何理由驕傲自滿、松勁歇腳，必須乘勢而上、再接再厲、接續奮斗。
Our complete victory in the fight against poverty signifies that a substantial step forward has been made in the CPC’s efforts to unite and lead the people in the pursuit of better lives and common prosperity. At the same time, however, shaking off the label of poverty is not the finish line, but rather the starting point of a new life and a new endeavor. We still have a long way to go to solve the problem of imbalanced and inadequate development, narrow the gap between urban and rural areas, and achieve well-rounded development and common prosperity for all our people. We therefore have no reason to be complacent or rest on our laurels, and must build on our current momentum, make further efforts, and keep fighting.
“勝非其難也，持之者其難也。”我們要切實做好鞏固拓展脫貧攻堅成果同鄉村振興有效銜接各項工作，讓脫貧基礎更加穩固、成效更可持續。對易返貧致貧人口要加強監測，做到早發現、早干預、早幫扶。對脫貧地區產業要長期培育和支持，促進內生可持續發展。對易地扶貧搬遷群眾要搞好后續扶持，多渠道促進就業，強化社會管理，促進社會融入。對脫貧縣要扶上馬送一程，設立過渡期，保持主要幫扶政策總體穩定。要堅持和完善駐村第一書記和工作隊、東西部協作、對口支援、社會幫扶等制度，并根據形勢和任務變化進行完善。黨中央決定，適時組織開展鞏固脫貧成果后評估工作，壓緊壓實各級黨委和政府鞏固脫貧攻堅成果責任，堅決守住不發生規模性返貧的底線。
As an old Chinese saying goes, “The most difficult part of victory is not winning it, but sustaining it.” We must take concrete steps to consolidate and expand upon the outcomes of the fight against poverty as part of our efforts to promote rural revitalization, so that the foundations of poverty eradication are more solid and the effects are more sustainable. We will augment monitoring of populations that are at risk of lapsing or relapsing into poverty, and work to ensure early detection, early intervention, and early assistance. We will see that industries in areas that have been lifted out of poverty are fostered through long-term support in order to help these areas achieve sustainable, internally driven development.
We will improve follow-up support for people who have been relocated from inhospitable areas, facilitate their employment through multiple channels, strengthen social management, and promote their integration into new communities. To give counties that have emerged from poverty a leg up, we will institute a transition period during which the main support policies will generally remain in place. Systems for stationing first secretaries and work teams in villages, promoting cooperation between the eastern and western regions, facilitating assistance through pairing programs, and providing social assistance should be maintained and improved as our circumstances and tasks evolve.
鄉村振興是實現中華民族偉大復興的一項重大任務。要圍繞立足新發展階段、貫徹新發展理念、構建新發展格局帶來的新形勢、提出的新要求，堅持把解決好“三農”問題作為全黨工作重中之重，堅持農業農村優先發展，走中國特色社會主義鄉村振興道路，持續縮小城鄉區域發展差距，讓低收入人口和欠發達地區共享發展成果，在現代化進程中不掉隊、趕上來。全面實施鄉村振興戰略的深度、廣度、難度都不亞于脫貧攻堅，要完善政策體系、工作體系、制度體系，以更有力的舉措、匯聚更強大的力量，加快農業農村現代化步伐，促進農業高質高效、鄉村宜居宜業、農民富裕富足。
The Central Committee has decided that timely arrangements should be made for carrying out follow-up assessments on the consolidation of poverty eradication outcomes, and that Party committees and governments at all levels should be held accountable for consolidating these achievements, so as to ensure that no large-scale slip back into poverty occurs.
Rural revitalization is a major task for bringing about the great rejuvenation of the Chinese nation. With a focus on new situations and requirements that arise as we seek to ground ourselves in this new stage of development, apply the new development philosophy, and create a new pattern of development, we will make addressing problems related to agriculture, rural areas, and farmers the Party’s top priority.
We will remain committed to putting the development of agriculture and rural areas first, follow a Chinese socialist path to rural revitalization, and continue working to narrow the development gap between urban and rural areas and between regions, so that low-income people and less developed areas can share in the fruits of development and catch up in the process of modernization rather than falling behind. Comprehensively implementing the rural revitalization strategy will be no less of a task than the fight against poverty in terms of depth, breadth, and difficulty. We must therefore improve the systems covering our policies, initiatives, and institutions, accelerate the pace of agricultural and rural modernization by adopting more forceful measures and pooling more formidable strength, promote quality and efficiency in agriculture, make rural areas attractive places to live and work, and see that farmers become more well-off.
在全面建設社會主義現代化國家新征程中，我們必須把促進全體人民共同富裕擺在更加重要的位置，腳踏實地、久久為功，向著這個目標更加積極有為地進行努力，促進人的全面發展和社會全面進步，讓廣大人民群眾獲得感、幸福感、安全感更加充實、更有保障、更可持續。
On our new journey to build a modern socialist country in all respects, we must place promoting the common prosperity of all our people in a more important position, putting in persistent, down-to-earth work as we make more active and effective efforts toward this goal. We must promote the well-rounded development of individuals and all-around social progress, and see that our people always have a strong sense of fulfillment, happiness, and security.

Looking back, we have made great and historic achievements in solving the problem of extreme poverty that has plagued the Chinese nation for thousands of years, and brought about a miracle in humanity’s history of poverty reduction. Looking ahead, we are now striving toward the historic ambition of building a modern socialist country in all respects. The journey will be long, but all we can do is keep fighting and pushing forward. The whole Party and the entire nation must unite more closely around the Central Committee, and we must dedicate ourselves to doing solid work with confidence, determination, and an indomitable spirit of persistence as we advance toward achieving the second Centenary Goal.
