Welcome to the High-Level Video Conference on Belt and
Road International Cooperation.
新冠肺炎疫情給世界造成全方位沖擊，也給人類帶來前所未有挑戰。戰勝疫情，克服危機，必須同舟共濟、團結合作。中方發起此次“一帶一路”國際合作高級別視頻會議，就是希望在這樣一個困難時刻，與合作伙伴一道，發出團結合作的共同聲音，堅定我們共建“一帶一路”的信心，增強各國合作戰勝疫情的信心！
COVID-19, with its wide-ranging impacts, is posing a
challenge to mankind rarely seen before. To defeat the virus and tide over this
crisis, the world must come together in solidarity, partnership and
cooperation. For this reason, China initiated this High-level Video Conference
on Belt and Road International Cooperation. We hope that at such a trying time,
a message of unity and cooperation from Belt and Road partners will bolster our
confidence in promoting Belt and Road cooperation and in defeating the virus.
從2013年習近平主席提出共建“一帶一路”倡議以來，在各方的熱情參與和全力支持下，這一倡議快速發展壯大，不斷走深走實，已成為全球最大的國際合作平臺，為促進世界的發展與繁榮發揮著越來越重要的作用。去年，我們成功舉辦第二屆“一帶一路”國際合作高峰論壇，共同開啟了高質量共建“一帶一路”的新征程。一年多來，盡管受到新冠肺炎疫情以及全球經濟低迷等不利因素影響，但“一帶一路”合作逆勢前行，取得了一系列新的可喜進展。
Since President Xi proposed this initiative in 2013,
thanks to the active participation and strong support of all parties, the Belt and Road Initiative (BRI) has kept growing in both depth
and substance. It has evolved into the largest platform for international
cooperation playing an ever more important role in promoting development and
prosperity around the world. Marked by last year’s successful Second Belt and Road Forum for International
Cooperation, it has embarked on a new phase of high-quality cooperation. Over
the past year and more, despite headwinds like COVID-19 and a sluggish global
economy, Belt and Road cooperation has pressed ahead against all odds, making
new, encouraging progress.
一是合作大家庭持續擴大，過去一年又新簽署29份政府間合作文件，使合作文件的總數達到200份。
First, our family of partners has continued to expand.
Over the past year, 29 new government-to-government cooperation documents were
signed, bringing the total number of such documents to 200.
二是經貿合作水平持續提高，2019年中國與“一帶一路”合作伙伴貨物貿易總額超過1.3萬億美元，同比增長6%，中國新增投資150億美元。今年第一季度，中國同共建“一帶一路”合作伙伴貿易額同比增長3.2%，直接投資同比增長11.7%。
Second, trade and economic exchanges have continued to
expand. In 2019, trade in goods between China and BRI partners topped US$1.3
trillion, up by 6 percent year on year. Chinese investment in Belt and Road
countries increased by US$15 billion. In the first quarter of this year, trade
between China and BRI partners rose by 3.2 percent, and direct investment by
China up by 11.7 percent on a yearly basis.
三是互聯互通持續加強，中巴經濟走廊建設有序推進，中俄黑河公路大橋、同江鐵路大橋順利合龍，塞爾維亞E763高速公路、肯尼亞內馬鐵路一期建成通車，雅萬高鐵進入全面施工階段，還有一大批新的互聯互通項目成功落地。疫情期間，中老鐵路曼邁一號隧道順利貫通，匈塞鐵路匈牙利段取得重要進展，中孟帕德瑪大橋、柬埔寨雙燃料電廠等項目穩步推進，為各國實現經濟發展和社會穩定提供堅強支撐。
Third, connectivity-building has continued to make
headway.
The China-Pakistan Economic Corridor is moving forward
steadily.
The Chinese and Russian sections of two new bridges, the
Heihe highway bridge and Tongjiang railway bridge, have been joined.
The E763 highway in Serbia and phase I of the
Nairobi-Malaba railway entered into operation.
The construction of the Jakarta-Bandung high speed
railway is in full swing.
A large number of new connectivity projects have been
successfully launched.
Even with the impact of COVID-19, the Man Mai No. 1
Tunnel of the China-Laos railway was holed through.
The Hungarian section of the Budapest-Belgrade railway
has seen important progress.
Projects from the China-Bangladesh Padma Bridge to the
dual-fuel power plant in Cambodia are well underway.
All these have served to bolster the economic growth and
social stability of countries concerned.
此外，面對疫情，“一帶一路”合作伙伴守望相助，向中國提供了寶貴支持。中國也已經向122個“一帶一路”合作伙伴提供抗疫援助，向25個國家派出醫療隊，毫無保留同各國全面分享防控和診療經驗。中歐班列1-5月開行數量和發貨量同比上升28%和32%,累計運送防疫物資達12524噸，成為各國攜手抗擊疫情的“生命通道”和“命運紐帶”。
In the face of COVID-19, BRI partners have extended a
helping hand to each other. Many of your countries lent valuable support to
China. China, on its part, provided assistance to 122 BRI partners to support
their response to the virus. China sent medical teams to 25 countries and
shared its experience in containment, diagnostics and therapeutics with all
countries without reservation. Between January and May, the China-Europe
Railway Express saw a 28 percent increase in freight train services, and 32
percent in freight volume. To date, it has transported 12,524 tons of medical
supplies, serving as a key “cargo
lifeline” and “bond of
solidarity”.
事實證明，疫情沒有逆轉“一帶一路”合作的勢頭，反而凸顯了“一帶一路”合作所具有的強大韌性和旺盛活力。經歷風雨，“一帶一路”合作的基礎必將更加牢固，動力必將更加充沛，前景必將更加廣闊。
These facts have shown that, far from holding back Belt
and Road cooperation, COVID-19 has only highlighted its strong resilience and
vitality. Coming through this testing time, BRI cooperation will enjoy a
stronger foundation, greater driving forces and brighter prospects.
各位同事，
Colleagues,
疫情正在深刻改變世界。習近平主席在書面致辭中指出，人類是同舟共濟的命運共同體，無論是應對疫情，還是恢復經濟，都要走團結合作之路，都應堅持多邊主義。作為“一帶一路”的合作伙伴，我們有責任也有義務為世界各國作出表率。
COVID-19 is changing the world in profound ways. As
President Xi pointed out in his message, humanity is in fact a community with a
shared future. Be it in taming the virus or in achieving economic recovery, we
cannot succeed without solidarity, cooperation and multilateralism. In this
process, we, as BRI partners, have the responsibility and indeed the obligation
to set an example.
首先，我們要加強公共衛生合作，為全球抗疫作出更大貢獻。我們要落實好去年高峰論壇聯合公報中關于加強衛生領域合作的承諾，分享抗疫經驗，合作推進抗疫物資的援助與供應，藥物、疫苗的研發生產，加快共建“健康絲綢之路”。我們要繼續支持世界衛生組織在協調全球疫情防控方面發揮領導作用，探討建立區域公共衛生應急聯絡機制，適時舉辦全球公共衛生安全高級別會議。我們也要像對待本國公民一樣照顧好對方的公民，為參與“一帶一路”和其他合作項目的人員及時提供醫療和安全保障。
First, let us step up public health cooperation to make
greater contributions to the global fight against COVID-19. As part of the
efforts to follow through on the health cooperation commitment set out in the
Joint Communiqué of last year’s Belt and Road Forum, we need to share experience in COVID-19
response, and make concerted efforts for the assistance and provision of
containment supplies and the research and production of therapeutics and
vaccines. All this will help push forward the development of a “Silk Road of health”. We should continue to
support WHO in playing a leading role in coordinating the global response to
COVID-19, explore the establishment of regional response liaison mechanisms for
public health emergencies, and convene when appropriate a high-level meeting on
global public health security. We also need to take good care of foreign
nationals like our own, and provide timely medical services to and protect the
safety of those working for the Belt and Road and other cooperation projects.
第二，我們要推進互聯互通，為各國經濟復蘇提供堅實保障。加快構建全球互聯互通伙伴關系，維護產業鏈和供應鏈的安全、開放和穩定。加強政策協調，統籌疫情防控和經濟社會發展，爭取“一帶一路”各項基礎設施重點項目早日復工復產，繼續推進中歐班列、海上絲綢之路、陸海新通道、“空中絲綢之路”等國際大通道建設。我們還要堅定推進經濟走廊、經貿合作區等大項目建設，加大對關鍵基礎設施項目的投入，積極助力各國保就業、保民生，維護各國和世界經濟的穩定與增長。
Second, let us strengthen connectivity to provide a solid
underpinning for the economic recovery of our countries. We need to accelerate
the building of a global partnership on connectivity and keep industrial and
supply chains secure, open and stable. We need to step up policy coordination and
maintain the right balance between proper COVID-19 containment and sound
socio-economic development. We need to get key Belt and Road infrastructure
projects restarted as early as possible, and work for greater progress in the
China-Europe Railway Express, the Maritime Silk Road, the New International
Land-Sea Trade Corridor, Silk Road in the Air and other international
transportation links. Major Belt and Road projects should be vigorously taken
forward such as economic corridors and economic and trade cooperation zones,
and investment should be increased in critical infrastructure projects. These
efforts will help countries preserve jobs and protect people’s well-being, and contribute to the
economic stability and growth of Belt and Road partners and the wider world.
第三，我們要開展創新合作，為全球可持續增長注入新的動力。創新就是生產力。要抓住此次疫情帶來的各種新業態、新模式，加強5G、大數據、人工智能、云計算等領域合作，加快共建“數字絲綢之路”。我們也要繼續同聯合國發展機構合力推動全球可持續發展，共同創建“綠色絲綢之路”，讓各國在恢復經濟的同時實現轉型升級，共享高質量發展。
Third, let us carry out cooperation in innovation to
inject fresh impetus into sustainable global growth. Innovation spurs
productivity. We need to harness new industries and business models engendered
in the course of COVID-19 response, strengthen cooperation in 5G, big data,
artificial intelligence, and cloud computing, and push forward the building of
the digital Silk Road. We also need to work with UN development agencies to
advance global sustainable development and build a “green Silk Road”. This way, our economies will not just recover, but realize
transformation and upgrading, and our countries will enjoy high-quality
development.
第四，我們要高舉多邊主義旗幟，秉持和倡導開放包容理念。共商共建共享、開放包容透明是“一帶一路”合作的靈魂所在，也是時代潮流所趨。“一帶一路”合作應當成為維護全球化和自由貿易、改革完善全球治理的中堅力量。我們要堅決反對單邊主義、保護主義，堅持建設開放型世界經濟，維護多邊貿易體制，促進貿易投資自由化便利化，推動經濟全球化朝著更加開放、包容、普惠、平衡、共贏的方向發展。我們要繼續開展三方和多邊合作，實現“一帶一路”倡議與其他雙多邊合作議程的協調和共贏。
Fourth, let us uphold multilateralism, and advocate
openness and inclusiveness. The essence of Belt and Road cooperation is the
principle of consultation and cooperation for shared benefits and the spirit of
openness, inclusiveness and transparency. It also represents the defining trend
of our times. Belt and Road cooperation can and should become a prime example
of safeguarding globalization and free trade and advancing reform to update
global governance. We must firmly reject unilateralism and protectionism, and
stay committed to an open world economy. We must defend the multilateral
trading system, and enhance trade and investment liberalization and
facilitation, in an effort to foster a more open, inclusive and balanced economic
globalization that benefits all. We need to advance trilateral and multilateral
cooperation to synergize the Belt and Road
Initiative and other
bilateral and multilateral cooperation programs for win-win results.
各位同事，
Colleagues,
當前，戰勝疫情、復蘇經濟是各國的共同和緊迫任務。在此過程中，中方愿優先加強與“一帶一路”合作伙伴的溝通和協調，重點在以下五個方面提供支持。
一是我們愿在習近平主席已宣布的20億美元國際援助計劃內，支持受疫情影響的“一帶一路”合作伙伴特別是發展中國家抗擊疫情、恢復經濟社會發展。
二是我們愿在疫苗研發、使用過程中，積極考慮“一帶一路”合作伙伴的需求，支持“一帶一路”國際科學組織聯盟等平臺開展抗疫技術交流與合作。
三是我們愿同“一帶一路”合作伙伴盡快開展技術溝通協調，協商建立人員及貨物跨境流動的便捷通道。
四是我們愿同“一帶一路”合作伙伴舉行跨國交通部長視頻會議，共同維護國際產業鏈、供應鏈和物流體系的暢通、安全。
五是我們愿同“一帶一路”合作伙伴加強創新合作，攜手發展“絲路電商”，推進智慧城市建設及綠色發展合作。
To beat the virus and energize economic recovery is a
pressing task facing all our countries. With this in mind, China will
strengthen communication and coordination with Belt and Road partners on a
priority basis and provide support in the following five key areas.
First, under the US$2 billion international assistance
program announced by President Xi Jinping, we will support the affected Belt
and Road partners, developing countries in particular, in fighting COVID-19 and
resuming economic and social development.
Second, in the development and application of vaccines,
we will give positive consideration to the needs of Belt and Road partners, and
support technical exchanges and cooperation through such platforms as the
Alliance of International Science Organizations in the Belt and Road Region.
Third, we are ready to start technical communication and
coordination with Belt and Road partners as soon as possible to discuss the
establishment of fast-track lanes for cross-border flows of people and goods.
Fourth, we are ready to hold a transportation ministers’ video conference with Belt and Road
partners, as part of our efforts to maintain the smooth functioning and
security of international industrial and supply chains and logistics systems.
Fifth, we stand ready to step up cooperation with Belt
and Road partners in innovation, join hands to promote Silk Road e-commerce,
and advance cooperation in smart cities and green development.

彩虹總在風雨后。我相信，只要各國本著以人民為中心的理念，樹立人類命運共同體意識，堅持走團結、合作、共贏之路，我們就一定能夠把“一帶一路”打造成合作之路、健康之路、復蘇之路、增長之路，為世界開創更加美好的未來！
Just as the rainbow comes after the rain, by adhering to
the people-centered approach, working together to build a community with a
shared future for mankind, and pursuing win-win cooperation, we will make the
Belt and Road a model of cooperation, health, recovery and growth. Together, we
will bring about a brighter future for the world.
