Innovate for a Green Future
為綠色未來而創(chuàng)新
This year, World Intellectual Property Day is taking place in unprecedented circumstances. I pay tribute to all those working on the front line of the on-going coronavirus pandemic. I would also like to extend my heartfelt condolences to all those who have experienced the loss of loved ones as a result of the on-going health crisis.
今年,世界知識(shí)產(chǎn)權(quán)日在前所未有的情形下到來。新冠疫情正在全球肆虐,我向所有的一線工作者致敬。我還要向所有因這場(chǎng)仍在持續(xù)的健康危機(jī)而失去親人的人們表示衷心的慰問。
In recent months, the lives of billions of people around the globe have been radically disrupted. Yet we can draw inspiration from the unyielding human drive to overcome adversity and to find innovative solutions to complex global challenges. Every day, we see the emergence of encouraging initiatives, as governments, industry and academia come together to support efforts to innovate our way out of the current crisis.
近幾個(gè)月以來,全球各地?cái)?shù)十億人的生活被徹底打亂。但是,我們可以從人類堅(jiān)強(qiáng)不屈的動(dòng)機(jī)中汲取靈感,以克服困難,找到創(chuàng)新解決方案,應(yīng)對(duì)這一復(fù)雜的全球挑戰(zhàn)。我們每天都在看到振奮人心的舉措涌現(xiàn)出來,因?yàn)檎?、產(chǎn)業(yè)界和學(xué)術(shù)界齊心協(xié)力,為探索擺脫當(dāng)前危機(jī)的工作提供支持。
Our response to the current crisis demonstrates that we have the collective wisdom, the ingenuity and the creativity to rise to these challenges and to shape a future, one that is safe, sustainable and green. And, as we look to that future, we see that intellectual property (IP)-driven innovation and innovative thinking are central to solving our shared, global challenges.
我們對(duì)當(dāng)前危機(jī)的應(yīng)對(duì)表明,我們是一個(gè)擁有智慧、才思和創(chuàng)造力的集體,能夠應(yīng)對(duì)這些挑戰(zhàn)并塑造一個(gè)安全、可持續(xù)和綠色的未來。而且,展望未來,我們看到,知識(shí)產(chǎn)權(quán)驅(qū)動(dòng)的創(chuàng)新和創(chuàng)新思維對(duì)于解決我們共同面臨的全球挑戰(zhàn)至關(guān)重要。
Take the growing global demand for energy as an example. As noted in the2018 Global Innovation Index: Energizing the World with Innovation, global energy demand is set to rise by 30 percent by 2040, according to the International Energy Agency (IEA). Only by fostering innovation, and supporting the development of robust IP systems that incentivize and support it, will we be able to develop the clean energy systems required to meet that demand, while reducing greenhouse gas emissions and fostering economic growth. This is the complex energy equation policymakers face.
以全球不斷增長(zhǎng)的能源需求為例。《2018年全球創(chuàng)新指數(shù):世界能源,創(chuàng)新為要》指出,國(guó)際能源署(IEA)認(rèn)為全球能源需求到2040年將增長(zhǎng)30%。只有推動(dòng)創(chuàng)新,支持發(fā)展一個(gè)能夠激勵(lì)并推動(dòng)創(chuàng)新的強(qiáng)大的知識(shí)產(chǎn)權(quán)體系,才能開發(fā)出滿足上述需求所需的清潔能源系統(tǒng),同時(shí)減少溫室氣體排放,促進(jìn)經(jīng)濟(jì)增長(zhǎng)。這是決策者面臨的一個(gè)復(fù)雜的能源方程式。
Today, the global renewable energy supply stands at around 15 percent. As noted in the 2018 Global Innovation Index: Energizing the World with Innovation, by 2050, some 85 percent of the world’s primary energy needs to come from renewables, such as solar, wind, and geothermal power. To achieve this, we need to think carefully about how we produce, store, distribute and consume energy, and we need to implement policies that support the rapid development and deployment of renewable energy technologies that enable all sectors to become more energy efficient and “green” their operations.
當(dāng)前,全球可再生能源供應(yīng)量為15%。《2018年全球創(chuàng)新指數(shù):世界能源,創(chuàng)新為要》指出,到2050年,全球約85%的一次能源必須依賴太陽(yáng)能、風(fēng)能和地?zé)崮艿瓤稍偕茉磥硖峁?。要?shí)現(xiàn)這一目標(biāo),我們必須審慎地思考能源的生產(chǎn)、存儲(chǔ)、分配和使用方式,還需要實(shí)施有利于快速發(fā)展和部署可再生能源技術(shù)的政策,這樣的技術(shù)能使所有部門都變得更加節(jié)能,并使它們的運(yùn)作更“綠色”。
Innovation provides options and is the key to unlocking the solutions and approaches we need to create a sustainable and green future.
創(chuàng)新提供了各種可選方案,是解鎖我們?yōu)閯?chuàng)造可持續(xù)的綠色未來所需的解決方案和方法的關(guān)鍵所在。
But to achieve that goal, we need to act. We need to make environmental sustainability a priority – it is the bedrock of our future well-being. We need to invest in national innovation ecosystems and enable broad access to effective national IP systems that support the development and deployment of the technologies, products and services we need for the transition to a brighter, greener, low-carbon future.
但是要實(shí)現(xiàn)這一目標(biāo),我們必須行動(dòng)起來。必須將環(huán)境可持續(xù)性放在首位,這是我們未來福祉的基石。必須投資于國(guó)內(nèi)創(chuàng)新生態(tài)系統(tǒng),使有效的國(guó)家知識(shí)產(chǎn)權(quán)制度廣泛普及,因?yàn)檫@樣的制度有助于我們開發(fā)和部署向更光明、更綠色的低碳未來過渡所需的技術(shù)、產(chǎn)品和服務(wù)。
At this unique moment in history, let us turn our minds to what we each can do to become more resilient and responsible in the face of threats to global health and to the planet. Let us reflect on the role that innovation and the IP system can play in driving global efforts to create a green future that supports the well-being of humanity. And let us actively commit to creating a green future.
在這樣絕無(wú)僅有的歷史時(shí)刻,全球健康和地球都面臨威脅之際,讓我們來思考一下每個(gè)人怎樣做才能夠更有韌性、更有擔(dān)當(dāng)。讓我們來思考一下創(chuàng)新和知識(shí)產(chǎn)權(quán)制度能夠發(fā)揮什么作用,推動(dòng)全球努力,創(chuàng)造一個(gè)有利于人類福祉的綠色未來。我們要為創(chuàng)造綠色未來主動(dòng)作出自己的承諾。
