亞太經合組織（APEC）第二十六次領導人非正式會議將于2018年11月17日至18日在巴布亞新幾內亞首都莫爾斯比港舉行，習近平主席將應邀與會。11月13日，外交部部長助理張軍在《人民日報》和巴新《國民報》、《信使郵報》等主流媒體發表題為《開放亞太 共建未來》的中英文署名文章，回顧亞太經濟合作的歷史成就，對莫爾斯比港會議進行展望。全文如下：
The 26th APEC Economic Leaders’ Meeting will be held in Port Moresby,
Papua New Guinea from 17 to 18 November. President Xi Jinping will attend the
meeting upon invitation. On 13 November, the People’s
Daily and mainstream media in Papua New Guinea published signed
article by Assistant Foreign Minister Zhang Jun entitled “A Common Future for
an Open Asia-Pacific”. The article reviews the achievements of APEC economic
cooperation, and expresses expectation of the upcoming Leaders’ Meeting in
Moresby. The full text is as follows:

A Common Future for an Open Asia-Pacific

亞太經合組織（APEC）第二十六次領導人非正式會議將于今年11月17日至18日在巴布亞新幾內亞首都莫爾斯比港舉行，習近平主席將應邀與會。這是APEC首次在太平洋島國舉行領導人會議。會議正值國際經濟格局深刻調整、多邊主義和多邊貿易體制遭受沖擊、亞太經濟合作進程步入關鍵當口，備受各方高度關注。
The 26th APEC Economic Leaders’ Meeting will be held in Port Moresby,
Papua New Guinea from 17 to 18 November. President Xi Jinping will attend the
meeting upon invitation. It will be the first time for the meeting to be held
in a Pacific island country. As the international economic landscape is
undergoing profound adjustment, multilateralism and the multilateral trading
system are being challenged, and Asia-Pacific economic cooperation enters a
critical stage, the meeting has drawn close attention from all sides.
APEC是亞太和全球經濟合作的先行者、引領者。回溯歷史，APEC起于經濟全球化，興于經濟全球化，開放包容是它的基因，也是它的名片。多年來，APEC踐行以茂物目標為核心的合作愿景，支持多邊貿易體制，采取自主和集體行動，有力提升了亞太地區貿易投資自由化便利化水平，推動亞太成為全球最活躍、最具增長潛力的地緣經濟板塊。面對當前經濟全球化遭遇挫折、單邊主義和保護主義顯著抬頭的挑戰，國際社會期待APEC繼續引領開放型區域經濟合作，為亞太經濟發展開辟新路徑，為世界經濟輸送正能量。
APEC is a pioneer and pacesetter of economic cooperation in the
Asia-Pacific and beyond. As APEC started with and prospered on economic
globalization, openness and inclusiveness is its inherent and defining feature.
Over the years, guided by the cooperation vision with Bogor Goals at its core,
APEC has offered its support to the multilateral trading system, and taken
independent and collective actions to promote trade and investment
liberalization and facilitation in the Asia-Pacific, which has become the
world’s most vibrant economic region with the greatest growth potential. Facing
the challenges from backlash against economic globalization and rise of
unilateralism and protectionism, the international community looks to APEC to
continue to chart the course for open regional economic cooperation, blaze a
new trail for economic development in the Asia-Pacific, and inject positive
impetus into the world economy.
我們期待APEC不忘初心，維護亞太建設開放型經濟的正確方向。數十年來，APEC區域貿易增速高于經濟增速，域內貿易占比高于全球平均水平，始終保持世界經濟增長引擎的重要地位。這得益于APEC成員對自由貿易原則的承諾、對開放型經濟的追求。我們希望莫爾斯比港會議能夠秉承APEC的光榮傳統，繼續高舉貿易和投資自由化便利化的旗幟，表明支持多邊貿易體制、反對保護主義的鮮明立場，讓亞太在開放融通、合作共贏的道路上行穩致遠。
We expect APEC to stay true to its founding mission and follow the right
course of building an open economy in the Asia-Pacific. For decades, the APEC
region has remained an important engine of global growth, with intra-regional
trade growing faster than GDP and accounting for a larger share in total trade
than the world’s average. This is attributed to the commitment of APEC members
to the principle of free trade and open economy. We hope that the Port Moresby
meeting will build on APEC’s fine tradition, continue to champion trade and
investment liberalization and facilitation, and express clear support for the
multilateral trading system and opposition against protectionism, so as to
encourage greater openness, inclusiveness and win-win cooperation in the
Asia-Pacific.
我們期待APEC繼續發揮引領和協調作用，不斷提升區域經濟合作的深度和廣度。區域經濟一體化是APEC的“常青藤”工程。多年來，APEC立足于成員差異化的發展實際，致力于打造開放、包容、均衡、普惠的區域經濟合作框架，堅持貿易投資自由化便利化和經濟技術合作兩個輪子一起轉，樹立起在不同發展水平的成員間推進經濟一體化的典范。建設亞太自貿區是亞太區域經濟一體化邁向更高階段的必然要求，符合各方的長遠利益。我們希望莫爾斯比港會議順應潮流，采取更加扎實有力的行動，向建成亞太自貿區的目標邁進。
We expect APEC to continue to play a leading and coordinating role in
deepening and expanding regional economic cooperation. Regional economic
integration is the abiding objective of APEC. Over the years, in view of the
differences among its members in development realities, APEC has committed
itself to building a framework of open, inclusive and balanced regional
economic cooperation that benefits all, and advancing trade and investment
liberalization and facilitation in tandem with economic and technical
cooperation, setting an example for promoting economic integration among
members at different development stages. The establishment of a Free Trade Area
of the Asia-Pacific (FTAAP) is a necessary step toward greater economic
integration in the region and serves the long-term interests of all parties. We
hope that the upcoming meeting will keep up with the trend of the times and
introduce more concrete and vigorous measures toward the goal of an FTAAP.
我們期待APEC堅持創新引領，不斷培育經濟增長新動能。除傳統的貿易投資議題之外，APEC近年來在互聯互通、數字經濟、結構性改革等領域的務實合作逐漸展開，成為亞太區域合作的新亮點。今年的領導人會議以“把握包容性機遇，擁抱數字化未來”為主題。希望APEC以此次會議為契機，把握新科技和產業革命的歷史機遇，深化在數字經濟等領域的務實合作，推動構建全方位、復合型互聯互通網絡，促進包容性增長，為亞太地區人民創造更多福祉。
We expect APEC to follow the spirit of innovation and foster new drivers
for economic growth. In recent years, APEC cooperation has gone beyond
traditional areas of trade and investment to cover connectivity, digital
economy and structural reforms, which have become new bright spots in
Asia-Pacific regional cooperation. In view of the theme chosen for this year’s
Leaders’ Meeting “Harnessing Inclusive Opportunities, Embracing the Digital
Economy”, it is our hope that APEC will seize the historical opportunity of technological
and industrial revolution, deepen practical cooperation in such areas as the
digital economy and establish an all-round, multi-dimensional connectivity
network to promote inclusive growth and deliver greater benefits to the people
across the region.
中國是亞太經濟合作的堅定支持者、參與者和貢獻者。2013年以來，習近平主席連續5年出席APEC領導人會議。2014年，習近平主席在北京主持APEC領導人會議，推動會議在亞太自貿區、互聯互通、經濟改革、創新增長、城鎮化等領域取得一系列歷史性成果，為APEC和亞太發展注入新活力。中國積極落實包括北京會議在內的歷屆領導人會議成果，以實際行動推進亞太經濟合作，為促進APEC和亞太地區發展發揮了重要引領作用。
As its firm supporter, China has participated in and contributed to
Asia-Pacific economic cooperation. Since 2013, President Xi has attended the
APEC Economic Leaders’ Meeting for five years in a row. In 2014, President Xi
chaired the APEC Economic Leaders’ Meeting in Beijing, which made historic progress
in such areas as the FTAAP, connectivity, economic reform, innovative growth
and urbanization, injecting a fresh momentum into the development of APEC and
that of the Asia-Pacific region. By actively implementing the outcomes of the
Leaders’ Meetings including the one in Beijing and promoting Asia-Pacific
economic cooperation with concrete actions, China has played an important
leading role in promoting the development of APEC and the region.
中國以實際行動踐行亞太伙伴關系精神。中國在APEC積極倡導秉持互信、包容、合作、共贏精神，構建面向未來的亞太伙伴關系。中國倡導打造發展創新、增長聯動、利益融合的開放型亞太經濟格局。中國堅定反對保護主義，旗幟鮮明地主張構建開放型世界經濟。這一系列重大理念主張，為深化亞太伙伴關系、破解發展難題提供了中國智慧、中國方案。
China has honored the spirit of the Asia-Pacific partnership with
concrete actions. Within APEC, China has called for a future-oriented
partnership in the spirit of mutual trust, inclusiveness, and win-win
cooperation. It has advocated the building of an open economy in the region
featuring innovative development, interconnected growth, and shared interests.
Moreover, it has unequivocally voiced support for an open world economy and
expressed opposition to protectionism. All these major propositions offer
China’s wisdom and proposals for deepening the Asia-Pacific partnership and
removing obstacles to development.
中國以實際行動拓展亞太發展空間。中國堅定不移地推動更高水平的對外開放，致力于以自身發展帶動亞太發展。今天的中國經濟已同亞太高度融合。中國與APEC成員貿易額已占對外貿易總額的59%，是16個APEC成員的第一大貿易伙伴。中國加快機制體制改革創新，努力打造市場化、法治化、國際化的營商環境，世界銀行今年發布的中國營商環境全球排名躍升32位。一個更加開放繁榮的中國將為亞太各成員的發展創造更大機遇，中國的不斷發展將日益惠及亞太各國人民。
China has created greater development space for the Asia-Pacific with
concrete actions. China is committed to advancing opening-up at a higher level
and boosting Asia-Pacific development with its own growth. Today, the Chinese
economy is deeply integrated into the Asia-Pacific: it is now the largest
trading partner for 16 APEC economies, and 59 percent of China’s total trade is
with fellow APEC members. Domestically, China has accelerated institutional
reform and innovation to offer a market-oriented, law-based, and world-class
business environment. In this year’s World Bank report, China’s
ease-of-doing-business ranking has moved up 32 places. A more open and
prosperous China will present greater development opportunities to fellow APEC
members and deliver more benefits to people in the region.
中國以實際行動推進互聯互通合作。互聯互通是亞太聯動協同發展的關鍵。中國積極倡導和落實互聯互通合作藍圖，推動亞太互聯互通合作同共建“一帶一路”倡議的有效對接，出資設立APEC互聯互通基金，為落實有關互聯互通項目提供支持，為亞太長遠發展注入強勁動力。
China has advanced regional cooperation on connectivity with concrete
actions. Connectivity holds the key to interconnected and coordinated
development of the Asia-Pacific. China has championed and actively implemented
the APEC Connectivity Blueprint, and worked
to forge synergy between Asia-Pacific connectivity cooperation and the Belt
and Road Initiative. It has initiated the APEC Sub-Fund on Connectivity to
provide financial support to relevant APEC projects, with a view to injecting
strong impetus into the long-term development of the region.
中國以實際行動促進地區共同發展。中國廣泛深入參與APEC務實合作，積極支持開展經濟技術合作和能力建設項目，涵蓋區域經濟一體化、人力資源開發、科技、環境、中小企業、婦女、城鎮化等多個領域，切實幫助其他發展中成員提高自主發展水平，不讓一個成員在經濟全球化浪潮中掉隊。
China has promoted common development of the Asia-Pacific with concrete
actions. Deeply and extensively involved in APEC practical cooperation, China
has supported economic and technical cooperation and capacity-building projects
in areas ranging from regional economic integration, human resources, science
and technology, environment, to SMEs, women and urbanization. These concrete
efforts are aimed to help other developing members to build up capacity for
independent development so that no member in the APEC family will be left
behind in economic globalization.
明年是APEC成立30周年。我們有理由相信，在相互尊重、開放包容、合作共贏理念的指引下，未來APEC合作將更加緊密，亞太地區發展前景將更加光明。中方愿秉持亞太伙伴關系精神，與APEC各成員一道，共同推進亞太地區自由和開放的貿易投資，為推動建立亞太命運共同體，實現共同發展、繁榮和進步的“亞太夢”作出更大貢獻。
Next year will mark the 30th anniversary of the founding of APEC. We
have good reason to believe that, guided by the principles of mutual respect,
openness, inclusiveness and win-win cooperation, APEC cooperation will be even
closer and its prospect even brighter. In the spirit of the Asia-Pacific
partnership, China is ready to work with other APEC members to jointly advance
free and open trade and investment in the region. Together, we can make greater
contribution to the building of an Asia-Pacific community with a shared future
and realize the dream of common development, prosperity and progress in the
Asia-Pacific region.
