很多人說，新加坡是一個獨有魅力的國家，不僅因為這里有美麗的風景，素有“花園國家”的美譽，也因為新加坡建國時間不長、卻突破了自然條件和資源稟賦的局限，發展成為世界重要的金融、航運中心。
Singapore is regarded by many as a
country of distinct charms. This is not only because of its
beautiful scenery and international reputation as the Garden City. More importantly, as a young nation,
Singapore has managed to overcome the constraints of limited natural endowments
and developed itself into a major global financial and shipping hub.
這是我作為中國國務院總理首次踏上這片土地，心中充滿期待。我也帶來了中國人民對新加坡人民的友好情誼和誠摯問候。
I am full of expectations for my first
visit to this country as Chinese Premier. I extend to the Singaporean people
sincere greetings and goodwill from the Chinese people.
中新交往密切，各領域合作穩步前行。習近平主席2015年對新加坡進行國事訪問，兩國建立與時俱進的全方位合作伙伴關系。
China and Singapore have developed
close interactions and made steady progress in our cooperation across the
board. During President Xi Jinping's state visit to Singapore in 2015, we
established an all-round cooperative partnership progressing with the times.
我希望通過此訪同新方共同推動兩國各領域合作更上一層樓。
During my visit, I hope to work with
Singaporean colleagues to take our cooperation in all areas to a new level.
孔子說，己欲立而立人，己欲達而達人。
Confucius rightly pointed out that "The man of perfect virtue is one who,
desiring to turn his own merits to account, helps others to turn theirs to
account."
我們祝賀新加坡已經取得的成就，也祝愿你們未來實現更大的成功。我們希望中新視彼此發展為各自的機遇，因為我們相信通過互利共贏的合作，包括中國和新加坡在內的世界各國能實現共同發展，讓這個世界變得更加美好。
Singapore has China's sincere
congratulations on all your achievements and best wishes for even greater
success in the future. We hope China and Singapore will see each other's
development as an opportunity, as we believe that win-win cooperation will
bring about development for China, Singapore and all other countries, making
the world a better place.
回頭看看，開放成就了中國和新加坡各自的發展。
When we look back, we cannot but
identify openness as a
decisive factor in the development of both our countries.
中國改革開放40年來取得的巨大發展成就得益于開放，得益于融入世界經濟和全球貿易。新加坡以貿易立國，開放、自由的貿易更是新加坡安身立命之本。
What China has achieved in the past
four decades is attributable to its opening-up policy and its
endeavours to integrate itself into the global trade system and the world
economy. Likewise, it is open and free trade that has underpinned the growth
and prosperity of Singapore, which is built for trade.
開放必須要堅持，因為它不僅是一種手段，更是一種理念，往往需要歷經考驗才能變得更加堅定。
Openness must be upheld as it is not
just a means to an end, but a tenet in its own right, which will be more firmly
embraced through tests and trials.
面對當前保護主義、單邊主義抬頭帶來的挑戰，我們應當攜起手來，發出共同維護以世界貿易組織為核心的多邊貿易體制、促進貿易和投資自由化便利化的積極信號，共同倡導開放、踐行開放、堅持開放，建設開放型世界經濟。
Faced with the challenges of rising protectionism and unilateralism, we need to join hands to send a
positive message of upholding the World Trade Organisation-centred multilateral
trading system and advancing trade and investment liberalisation and
facilitation. Together, we should work for an open world economy by advocating,
practising and upholding openness.
開放必須要包容。沒有包容，開放將難以為繼。新加坡是一個包容的多元社會，不同族群、宗教、文化和睦共存。
Openness is inclusive in nature,
otherwise it will not endure. Singapore is an inclusive multicultural society with
amicable coexistence of different ethnic communities, religions and cultures.
中華文化是“和而不同”、“兼容并包”的文化，改革開放也是一個中國同其他國家互學互鑒的進程。包容也是中新兩國共同的行為方式，我們都堅持以和平共處五項原則來處理國家間關系，都支持按照“東盟方式”推進區域合作。
Similarly, the Chinese value "harmony without uniformity" as well as inclusiveness. In fact, reform and opening up is in
itself a process of mutual learning with other countries. Inclusiveness is also
an inherent part of how we conduct ourselves, as both our countries follow the
Five Principles of Peaceful Coexistence in handling state-to-state relations
and support the Asean Way in promoting regional cooperation.
事實上，中國不斷擴大開放的歷程也是中新務實合作不斷升級的過程，互利共贏貫穿了中新合作的始終。
China's ever-widening opening-up
process has been accompanied by constant upgrading of China-Singapore practical
cooperation, which has benefited both countries.
中國改革開放進程中借鑒了不少新加坡的成功經驗，新加坡也通過深度參與中國改革開放獲益良多。中國連續5年成為新加坡最大貿易伙伴，新加坡是中國第一大新增外資來源國、第二大投資目的地國，也是重要的人民幣離岸中心。
Learning from Singapore's success has
been part of China's reform and opening up, while Singapore has also benefited
from its in-depth involvement in this process. China has been Singapore's
biggest trading partner for a fifth consecutive year, and Singapore is China's
largest source of foreign direct investment growth, second largest investment
destination and an important offshore renminbi centre.
中國開放的大門已經開啟，不會關閉，只會越開越大。我們歡迎新方抓住中國新一輪開放帶來的機遇，與中方共同推動中新務實合作升級。
China has opened its door to the
world; we will never close it but open it even wider. We welcome Singapore's efforts to
seize opportunities created by China's new round of opening up, working with us
in elevating bilateral cooperation.
我們愿推動中方“一帶一路”倡議與新方發展戰略更好對接，合力打造互聯互通、金融支撐、三方合作三大平臺，加快蘇州工業園區、天津生態城和重慶戰略性互聯互通示范項目向更高質量發展，繼續推進“陸海新通道”建設。
To seek greater synergy between
China's Belt and Road Initiative and Singapore's development strategies, we
will work to build the three cooperation platforms on connectivity, financial
support and third-party cooperation, speed up higher-quality development of the
Suzhou Industrial Park, Tianjin Eco-City and Chongqing Demonstration Initiative
for Strategic Connectivity, and continue to advance the building of the New Land-Sea
Corridor.
我此次訪問新加坡期間，兩國將簽署中新自由貿易協定升級議定書，這將大幅提高雙方貿易便利化水平。中方歡迎新加坡企業繼續擴大對華投資，更好實現共同發展。
During my visit, a protocol to upgrade
the China-Singapore free trade agreement will be signed, which will give a
strong boost to trade facilitation. China welcomes more investment by
Singaporean businesses in China to achieve greater common development.
一個國家要實現發展，離不開創新。中新互利共贏要深化，兩國創新合作也需“快馬加鞭”。此訪期間，雙方將把廣州知識城升級為國家級項目，并拓展在科技創新、高端制造業、知識產權保護等領域合作。
Innovation is essential to a country's
development. As we seek to deepen win-win cooperation, we need to step on the accelerator in our innovation cooperation. During
my visit, the two sides will upgrade the Guangzhou Knowledge City to a
national-level project and expand cooperation in technological innovation,
high-end manufacturing and intellectual property rights protection.
今年是中國—東盟創新年，中方愿支持新方倡議，積極參與東盟智慧城市網絡建設。
With 2018 being the China-Asean Year
of Innovation, China will take an active part in the development of the Asean
Smart Cities Network in support of Singapore's initiative.
過去三年，新加坡作為中國—東盟關系協調國，為促進雙方合作發揮了積極作用。
For the past three years, Singapore
has played an active role in facilitating China-Asean cooperation as the
country coordinator. We firmly support the building of the Asean Communities
and Asean centrality in regional cooperation.
中方堅定支持東盟共同體建設，支持東盟在區域合作中的中心地位，愿與有關各方共同加快“區域全面經濟伙伴關系協定”談判，推動今年的東亞合作領導人系列會議取得成功。
We will work with all relevant parties
to expedite the negotiations of the Regional Comprehensive Economic Partnership
and contribute to the success of the summits on East Asian cooperation.
我們愿同東盟國家加快推進“南海行為準則”案文磋商，共同維護南海地區的和平穩定。中國和東盟應當構建更為緊密的命運共同體，促進東亞地區的和平與繁榮。
We will work with Asean countries to
speed up the consultations on the Code of Conduct text and jointly uphold peace
and stability in the South China Sea. China and Asean should work together to
forge a closer community with a shared future and promote peace and prosperity
in East Asia.
茍日新，日日新，又日新。
As an ancient Chinese adage advises, "If one can make things better
for one day, he should make them better every day."
面向未來，我們愿同新方一道，堅持開放包容的精神，秉持互利共贏的理念，推動兩國合作日新月異，共創兩國關系和中國—東盟合作更加美好的明天。
Looking ahead, China will work with
Singapore to uphold openness and inclusiveness, advance cooperation for mutual
benefit, and create an even brighter future for China-Singapore relations and
China-Asean cooperation.
