2017年8月31日，在金磚國(guó)家領(lǐng)導(dǎo)人第九次會(huì)晤前夕，英國(guó)主流大報(bào)《每日電訊報(bào)》紙質(zhì)版和網(wǎng)絡(luò)版同時(shí)刊登劉曉明大使題為《同聲相應(yīng)，攜手奮進(jìn)，再創(chuàng)輝煌》的署名文章。全文如下：
Common Aspiration Will Lead BRICS to New Success
同聲相應(yīng)，攜手奮進(jìn)，再創(chuàng)輝煌
This year, BRICS
cooperation enters its second decade. As the leaders of Brazil, Russia, India,
China and South Africa meet for their ninth summit in Xiamen, China from Sept.
3 to 5, they will review what BRICS cooperation has achieved and plan for the
future of this group. Against profound adjustment in the world political and
economic landscape, this summit and its success matter to more than just the
group itself.
今年是金磚國(guó)家合作第二個(gè)十年的開(kāi)局之年。在當(dāng)前世界政治經(jīng)濟(jì)格局深刻調(diào)整的大背景下，金磚國(guó)家領(lǐng)導(dǎo)人第九次會(huì)晤將于9月3日至5日在中國(guó)廈門(mén)舉辦。這將是一次承前啟后、繼往開(kāi)來(lái)的盛會(huì)，必將對(duì)金磚未來(lái)發(fā)展產(chǎn)生深遠(yuǎn)影響，我們期待廈門(mén)會(huì)晤取得圓滿成功。
The five BRICS
nations, covering 26% of the world’s land mass and home to 43% of the world’s
population, represent the emerging markets and the developing world. Starting
from scratch ten years ago, BRICS cooperation has grown closer and borne
“golden fruits”.
金磚國(guó)家國(guó)土面積占世界領(lǐng)土面積26%，人口占世界總?cè)丝?3%，代表著充滿生機(jī)的新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家?；厥椎谝粋€(gè)十年，金磚國(guó)家合作從無(wú)到有、由淺入深，取得了豐碩的“黃金成果”：
In a decade,
BRICS successfully turned an investment concept into a multi-layer framework
for wide-ranging cooperation. Its institutions include the Leaders’ Summit and
ministerial meetings of foreign ministers and security representatives. Its
cooperation covers business, finance, agriculture, health, science and
technology, and many other areas. Moreover, the establishment of the New
Development Bank and the Contingent
Reserve Arrangement has
added weight to BRICS global influence.
十年來(lái)，“金磚國(guó)家”從經(jīng)濟(jì)報(bào)告里的投資概念，發(fā)展成為以領(lǐng)導(dǎo)人會(huì)晤為引領(lǐng)，以安全事務(wù)高級(jí)代表會(huì)議和外長(zhǎng)會(huì)晤等部長(zhǎng)會(huì)議為支撐，涵蓋經(jīng)貿(mào)、金融、農(nóng)業(yè)、教育、衛(wèi)生、科技等廣泛領(lǐng)域的多層次合作架構(gòu)。金磚國(guó)家合作不斷走實(shí)走深，成立了新開(kāi)發(fā)銀行，建立了金磚國(guó)家應(yīng)急儲(chǔ)備安排，“金磚”分量越來(lái)越重、成色越來(lái)越足、影響越來(lái)越大。
For a decade,
BRICS countries have targeted their cooperation at development and delivered
benefits to not only the people of their own, but the rest of the world. They
have become new power houses of global growth. Compared with ten years ago,
BRICS countries have increased their GDP from 12% of the world total to 23%,
trade from 11% to 16% and outbound investment from 7% to 12%, contributing more
than 50% of the world economic growth. In 2016, 80% of the world growth came
from BRICS and other emerging and developing economies, indicating the rising
roles of these markets in underpinning global growth and economic governance.
十年來(lái)，金磚國(guó)家合作抓住 “發(fā)展”這一主線，不僅造福本國(guó)人民，更造福全球，成為拉動(dòng)世界經(jīng)濟(jì)發(fā)展的新引擎。金磚國(guó)家經(jīng)濟(jì)總量占世界比例由10年前的12％上升到今天的23％，貿(mào)易總額比重從11％上升到16％，對(duì)外投資比重從7％上升到12％，對(duì)全球經(jīng)濟(jì)增長(zhǎng)貢獻(xiàn)率超過(guò)50％。2016年，金磚等新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家對(duì)世界經(jīng)濟(jì)增長(zhǎng)貢獻(xiàn)率已經(jīng)達(dá)到80％，在完善全球經(jīng)濟(jì)治理和促進(jìn)世界經(jīng)濟(jì)發(fā)展方面發(fā)揮著越來(lái)越重要的作用。
The past decade
has also seen BRICS breaking away from outdated political-military alliance,
ideology-based mindset and a winner-takes-all approach. Together, the BRICS
countries have been building a new non-aligned partnership, shaping a new model
of mutual respect and common progress, and exploring a new way to handle
emerging power relations through win-win cooperation and positive
interactions.
十年來(lái)，金磚國(guó)家合作實(shí)現(xiàn)了“三個(gè)超越”：
一是超越了政治和軍事結(jié)盟的舊套路，建立了結(jié)伴不結(jié)盟的新關(guān)系；
二是超越了以意識(shí)形態(tài)劃線的舊思維，走出了相互尊重、共同進(jìn)步的新道路；
三是超越了你輸我贏、贏者通吃的舊觀念，實(shí)踐了互惠互利、合作共贏的新理念，走出一條新興大國(guó)合作共贏、良性互動(dòng)的嶄新道路。
The BRICS
cooperation has not all been plain sailing, but the five countries have always
opted to trust one another, to remain confident and to stay true to their
commitment of long-term, sustainable cooperation. At present, global economic
recovery remains vulnerable while economic globalisation is frustrated by
surging protectionism. The fact that many emerging markets and developing countries
are encountering “headwinds” means that closing the gap between the industrial
and the less-developed countries remains a daunting task.
In this context,
the BRICS spirit, namely, openness, solidarity, equality, mutual understanding,
inclusiveness and mutually beneficial cooperation, is all the more needed. The
world expects the BRICS nations to work more closely together, to show
solidarity and to take up their responsibilities.
當(dāng)然，金磚國(guó)家合作也曾經(jīng)歷曲折反復(fù)，但我們始終相互信任、堅(jiān)定信念、保持信心，共同推進(jìn)金磚國(guó)家合作行穩(wěn)致遠(yuǎn)。當(dāng)前，世界經(jīng)濟(jì)復(fù)蘇的基礎(chǔ)仍不牢固，經(jīng)濟(jì)全球化進(jìn)程出現(xiàn)波折，保護(hù)主義沉渣泛起。不少新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家經(jīng)濟(jì)遭遇“逆風(fēng)”，消除南北差距、貧富差距仍任重道遠(yuǎn)。在這樣的形勢(shì)下，世界更需要開(kāi)放、團(tuán)結(jié)、平等、相互理解、包容、合作、共贏的“金磚精神”，更需要金磚國(guó)家加強(qiáng)團(tuán)結(jié)合作，展現(xiàn)大國(guó)擔(dān)當(dāng)：
First, BRICS can
become the “propeller” of unity and cooperation among the emerging and
developing nations by spreading the benefits of BRICS cooperation, safeguarding
the overall interests of the developing world, exploring the BRICS+ dialogue
and cooperation model, advancing international development cooperation and
building a global partnership network.
首先，要做新興市場(chǎng)國(guó)家以及發(fā)展中國(guó)家團(tuán)結(jié)合作的“助推器”。我們將繼續(xù)擴(kuò)展金磚合作的“朋友圈”和受益范圍，維護(hù)和增進(jìn)廣大發(fā)展中國(guó)家福祉和整體利益，拓展“金磚+”對(duì)話合作模式，推動(dòng)南南合作與國(guó)際發(fā)展合作，構(gòu)建更加廣泛的伙伴關(guān)系。
Second, BRICS
can serve as the “stabilizer” of regional and international situations by
staying committed to the UN’s central role in international affairs, political
resolution of hot spot issues, and joint response to terrorism, climate change
and other global challenges.
第二，要做地區(qū)與國(guó)際局勢(shì)的“穩(wěn)定器”。我們將繼續(xù)致力于維護(hù)聯(lián)合國(guó)在國(guó)際事務(wù)中的核心地位，推動(dòng)熱點(diǎn)問(wèn)題政治解決，攜手應(yīng)對(duì)恐怖主義、氣候變化等全球性挑戰(zhàn)。
Third, BRICS can
work as an “accelerator” in the reform of the international order by enhancing
multipolarity and democracy in international relations, by upholding fairness
and justice, by contributing “BRICS wisdom” and “BRICS solutions” to world
peace and development and by playing an active and constructive role in building
a community of shared future for mankind.
第三，要做國(guó)際秩序變革的“加速器”。我們將繼續(xù)致力于促進(jìn)世界多極化和國(guó)際關(guān)系民主化，推動(dòng)國(guó)際秩序和國(guó)際體系朝著更加公平合理的方向發(fā)展，為推進(jìn)人類和平與發(fā)展的崇高事業(yè)貢獻(xiàn)更多“金磚智慧”和“金磚方案”，為構(gòu)建人類命運(yùn)共同體發(fā)揮積極和建設(shè)性的作用。
The BRICS Summit
in Xiamen, focusing on “Stronger Partnership for a Brighter Future”, will map
out a blueprint for the next ten years. In the coming years, BRICS countries
will build stronger partnerships in upholding world peace, promoting common
development, enhancing the diversity of civilizations and strengthening global
economic governance.
今年金磚國(guó)家領(lǐng)導(dǎo)人峰會(huì)的主題是“深化金磚伙伴關(guān)系，開(kāi)辟更加光明未來(lái)”，峰會(huì)將回顧總結(jié)過(guò)去十年合作經(jīng)驗(yàn)，攜手規(guī)劃未來(lái)十年發(fā)展愿景。
展望未來(lái)，我們將深化“四大伙伴關(guān)系”：
Meetings of the
High Representatives for Security Issues and Ministers of Foreign Affairs and
coordinated actions at multilateral forums will enable the BRICS to play a
bigger role and make their voices heard on major global and regional issues so
as to uphold international justice and enhance common, comprehensive,
cooperative and sustainable security.
一是維護(hù)世界和平的伙伴關(guān)系。倡導(dǎo)共同、綜合、合作、可持續(xù)的安全觀，充分發(fā)揮安全事務(wù)高級(jí)代表會(huì)議的作用，加強(qiáng)外長(zhǎng)會(huì)晤的機(jī)制建設(shè)，深化多邊場(chǎng)合的溝通協(xié)調(diào)，更加積極主動(dòng)地就重大國(guó)際和地區(qū)問(wèn)題發(fā)聲，維護(hù)國(guó)際公平正義。
BRICS
coordination on macroeconomic policy and development strategy and the
implementation of the Strategy
for BRICS Economic Partnership will
lead to greater common interests in trade and investment liberalisation and
facilitation, the connectivity of financial markets, collaboration on creative
industries and sustainable development. These will in turn create more projects
that will draw the BRICS countries close together and benefit their peoples and
the people of the world.
二是促進(jìn)共同發(fā)展的伙伴關(guān)系。加強(qiáng)宏觀經(jīng)濟(jì)政策協(xié)調(diào)和發(fā)展戰(zhàn)略對(duì)接，落實(shí)《金磚國(guó)家經(jīng)濟(jì)伙伴戰(zhàn)略》，在貿(mào)易投資自由化和便利化、金融市場(chǎng)互聯(lián)互通、創(chuàng)新和產(chǎn)業(yè)合作、可持續(xù)發(fā)展等領(lǐng)域拓展利益匯聚點(diǎn)，拉緊共同發(fā)展利益紐帶，打造更多惠及金磚國(guó)家人民和世界人民的項(xiàng)目。
Effective
cultural exchanges and closer people-to-people ties between countries as
diverse as the BRICS members will set a fine example for inter-civilisation
exchanges. Events such as film festivals, sports games and forum on traditional
medicine will increase understanding and friendship among BRICS countries and
build robust public support for BRICS cooperation.
三是弘揚(yáng)多元文明的伙伴關(guān)系。通過(guò)舉辦電影節(jié)、運(yùn)動(dòng)會(huì)、傳統(tǒng)醫(yī)藥高級(jí)別會(huì)議等活動(dòng)，促進(jìn)民心相通，支持各行各界開(kāi)展全方位友好交往和人文大交流，增進(jìn)各國(guó)人民相互了解和傳統(tǒng)友誼，夯實(shí)金磚國(guó)家合作發(fā)展的民意基礎(chǔ)。
Concerted BRICS
efforts to advance the reform of global governance and to facilitate the
implementation of Agenda 2030 will increase the representation and
raise the voice of emerging and developing nations in international affairs.
四是加強(qiáng)全球經(jīng)濟(jì)治理的伙伴關(guān)系。繼續(xù)推動(dòng)全球經(jīng)濟(jì)治理體系革故鼎新，助力全球落實(shí)2030可持續(xù)發(fā)展議程，提升新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家在國(guó)際事務(wù)中的代表性和發(fā)言權(quán)。
For BRICS
nations, with their common aspirations for the future, differences and distance
are no handicaps. By working hand in hand and upholding the BRICS spirit, by
staying committed to development, following the trend of history and
consolidating security, economic and cultural cooperation, BRICS will embrace a
new “golden decade” and deliver more “golden fruits” to the developing nations
and the rest of the world.
“志合者，不以山海為遠(yuǎn)”。金磚五國(guó)雖相距遙遠(yuǎn)，但同聲相應(yīng)、同氣相求。我們堅(jiān)信，只要金磚國(guó)家秉持“金磚精神”，牢牢抓住時(shí)代發(fā)展主題，順應(yīng)歷史發(fā)展大勢(shì)，筑牢政治安全、經(jīng)濟(jì)金融、人文交流三大合作支柱，不畏風(fēng)雨、不懼艱險(xiǎn)，團(tuán)結(jié)協(xié)作、砥礪進(jìn)取，金磚國(guó)家合作就一定能迎來(lái)第二個(gè)“金色十年”，就一定能結(jié)出更多惠及發(fā)展中國(guó)家、造福全世界的“黃金成果”。
