Good evening!
Welcome to the Chinese Embassy! Thank
you for joining us in celebrating the 67th anniversary of the founding of the People’s
Republic of China.
歡迎大家來到中國駐美國大使館出席今天的招待會，與我們歡聚一堂，共同慶祝中華人民共和國成立67周年。
This is an annual occasion to reflect on
the past and look into the future of our country.
在這歡慶的日子，我們回顧過去，展望未來。
Thanks to the hard work of the Chinese
people and government over the past 67 years, China has grown from extreme
poverty to the world’s second largest economy with USD 10 trillion of GDP. In
the coming years, we will make our best efforts to deliver the 13th Five-Year
Plan. By then, we will turn into reality our vision for innovative,
coordinated, green, open, and inclusive development. And we will realize the
first of our two centenary goals of building a moderately prosperous society in
all aspects by the time of the 100th anniversary of the Communist Party of
China.
67年來，中國政府和人民經過不懈努力，將中國從一個貧窮的國家建設成為世界第二大經濟體，經濟規(guī)模超過10萬億美元。當前，中國正著力推進實施“十三五”規(guī)劃，貫徹落實“創(chuàng)新、協(xié)調、綠色、開放、共享”五大發(fā)展理念，為實現全面建成小康社會的目標而努力奮斗。
As demonstrated in the past decades,
China’s success will not only improve the livelihood of the Chinese people, but
also generate great opportunities for the world.
實踐證明，中國的成功不僅改善了中國人民的生活，也給世界帶來更多機遇。
We recognize that in this global
village, along with our growing national strength comes greater responsibility.
Therefore, China is taking more responsibilities, making more contributions,
and providing more public goods to the international community.
我們深知，在地球村這個大家庭中，責任伴隨著一個國家的成長而來。中國愿在國際社會中承擔更多責任，作出更多貢獻，提供更多公共產品。
Earlier this month at the G20 Summit in
Hangzhou chaired by President Xi Jinping, China, together with other G20
members, sketched a new path toward an “Innovative, Invigorated,
Interconnected, and Inclusive World Economy”. The Hangzhou Consensus reaffirmed
the commitment of the world’s major economies to the path of innovation, reform,
win-win cooperation, and common development. To a great extent, the Hangzhou
Summit kicked off the critical policy shift by G20 and its members – from
addressing short-term issues to mid- and long-term ones. It also initiated the
evolution of G20 – from mainly a crisis response arrangement to a long-term
mechanism of effective governance.
本月初，習近平主席在杭州主持了二十國集團（G20）領導人峰會，同與會領導人一道推動達成“杭州共識”，勾畫了構建創(chuàng)新、活力、聯(lián)動、包容的世界經濟新路徑，再次確認世界主要經濟體領導人致力于走創(chuàng)新、改革、共贏和共同發(fā)展之路的決心，推動G20從解決短期問題向解決深層次和中長期問題轉型，從危機應對向長效治理機制轉型。
Last week, Premier Li Keqiang chaired
the Symposium on the 2030 Agenda for Sustainable Development at the United
Nations, and released China’s National Plan to that end. He also announced in
New York that China would provide more humanitarian assistance to address the
global refugee issue. This will not only help realize the vision of the
international community for sustainable development by 2030, but will also help
maintain peace and stability across the globe.
上周，李克強總理在聯(lián)合國主持召開“可持續(xù)發(fā)展目標：共同努力改造我們的世界——中國主張”座談會，提出了關于可持續(xù)發(fā)展的“中國主張”。李克強總理在紐約期間還宣布中國將為緩解全球難民危機提供更多人道主義援助。這不僅將助力國際社會實現2030可持續(xù)發(fā)展議程，也將為全球和平穩(wěn)定作出貢獻。
As President Xi Jinping stated on many
occasions, we will always adhere to the path of peaceful development. We will
always endeavor to build and safeguard world peace. We will always work with
other countries for a new model of international relations based on win-win
cooperation and aimed at common development. And we will always promote
exchanges and empathy among nations in order to build the community of common
destiny for mankind.
習近平主席多次強調，中國堅定不移走和平發(fā)展道路，始終做世界和平的建設者和維護者，愿與各國共同構建合作共贏的全球伙伴關系，實現共同發(fā)展，致力于促進不同國家、不同文化和歷史背景的人們深入交流，增進彼此理解，攜手構建人類命運共同體。
Ladies and Gentleman,
女士們，先生們，
This is also a right time to reflect on
the recent development of China-U.S. relations. Leaders of the two countries
have invested a great deal in expanding mutual understanding and cooperation.
President Xi Jinping and President Barack Obama met twice this year. They
ensured that we remain on the right track of building a new model of
major-country relationship. Last week, Premier Li Keqiang had a meeting with
President Obama on the sidelines of the UN General Assembly. They compared
notes on a number of issues, and reached important consensus. While benefiting
from the vision and insights from the top leadership, we are also making full
use of our bilateral dialogue mechanisms to expand practical cooperation,
manage difficult issues, and strive to turn some of our differences into rallying
points.
今年是中美關系成果豐碩的一年。習近平主席與奧巴馬總統(tǒng)在華盛頓核安全峰會和二十國集團領導人杭州峰會期間兩次會晤，一致同意繼續(xù)推進中美新型大國關系建設，為兩國關系發(fā)展指明了方向。上周，李克強總理在出席聯(lián)大系列高級別會議期間會見了奧巴馬總統(tǒng)，就中美關系重要問題交換意見。此外，雙方還充分利用中美間一系列雙邊對話機制，拓展合作，管控分歧，尋求共識。
The role of business cooperation as a
catalyst for China-U.S. relations remains strong today. Chinese and U.S.
companies are steadily taking their cooperation into new frontiers and to
higher levels. A typical example is the growing volume of two-way investment,
which has made it ever more imperative for the two countries to conclude a
bilateral investment treaty (BIT) at an earlier date as instructed by the two
Presidents. The BIT will further facilitate investment flows across the
Pacific, and create more jobs in both countries. It will also help bolster the
still fragile recovery of the world economy.
中美經貿關系不斷開拓新領域，邁上新臺階，繼續(xù)在雙邊關系中扮演“壓艙石”的關鍵作用。隨著雙邊投資不斷增長，在兩國領導人的指示下盡早達成互利共贏的雙邊投資協(xié)定愈顯重要。雙邊投資協(xié)定將服務中美雙向投資，為兩國創(chuàng)造更多就業(yè)機會，鞏固依舊脆弱的全球經濟復蘇勢頭。
Mil-to-mil relations and
people-to-people exchanges are making headways as well. For example, Chinese
naval fleet joined RIMPAC again in Hawaii this year. As programs of the
China-U.S. Year of Tourism continue to unfold, the two countries are on the way
to having a new record of five million two-way visits by the end of the year,
which will further consolidate the popular support for China-U.S. relations.
兩軍關系和人文交流穩(wěn)步發(fā)展。今年，中國海軍再次參加了“環(huán)太平洋-2016”演習。隨著中美旅游年活動的開展，兩國互訪旅游人數有望達到500萬人次，創(chuàng)歷史新高。這將夯實中美關系的社會與民意基礎。
Another highlight of China-U.S.
cooperation is in tackling international and regional issues as well as global
challenges. The two countries have been working together on non-proliferation
issues, humanitarian crises, UN peacekeeping missions, development assistance,
and public health issues. China and the U.S. were also among the first to
approve the Paris Agreement on climate change.
中美兩國在地區(qū)和全球性問題上保持密切溝通與協(xié)調。兩國在防擴散、人道主義危機、維和、發(fā)展援助、公共衛(wèi)生等領域緊密合作，并率先批準《巴黎協(xié)定》，為國際社會應對氣候變化挑戰(zhàn)作出表率。
The list is almost inexhaustible. What
matters more is that China-U.S. relations has become all-encompassing, and
China-U.S. cooperation more critical in addressing the challenges in the 21st
century.
中美關系的豐碩成果不勝枚舉。當今世界正發(fā)生深刻復雜的變化，中美合作是應對21世紀挑戰(zhàn)的關鍵。
Ladies and Gentleman,
女士們，先生們，
The world today is undergoing profound
changes. We owe to our future generations an open, integrated and
interdependent community of countries. Sound development of China-U.S.
relations in the U.S. election year and its smooth transition into the new
administration next January serves the interest of not only both countries, but
also the whole world. We are willing to work with the U.S. side, as guided by
our leaders, to strengthen communications, enhance mutual trust, expand
cooperation, and manage differences constructively, so that together with the
entire international community we can stand up to the challenges of our times.
今年是美國大選年。確保中美關系平穩(wěn)發(fā)展并順利過渡到美新一屆政府符合雙方共同利益，也符合國際社會的利益。中方愿與美方共同努力，按照兩國元首指引的方向，加強溝通，增進互信，擴大合作，建設性管控分歧，推動中美關系在正確的軌道上繼續(xù)穩(wěn)定向前發(fā)展，與國際社會一起應對當今世界面臨的挑戰(zhàn)。
To conclude, I would like to propose a
